The Permanent Forum recommends that the United Nations system strengthen existing coordination mechanisms at the country level, and in partnership with indigenous peoples and other relevant entities and national partners, in order to implement the outcomes of the World Conference. The Forum offers its support in this regard.

The Permanent Forum recommends that United Nations organizations, funds and programmes, in particular the United Nations Development Programme (UNDP), prepare a special report for the Conference on the realization of the rights of indigenous peoples, the objectives of the Second International Decade of the World’s Indigenous People, the Millennium Development Goals and the United Nations development agenda beyond 2015. It also recommends that the report contain disaggregated statistics in relation to indigenous women, youth and children and address associated thematic issues such as economic sustainability and youth employment.

The Permanent Forum welcomes the decision by the African Commission on Human and Peoples’ Rights to promote and protect the rights of non-dominant minorities in Africa, who are distinct from indigenous populations and/or communities. While recognizing the importance of the rights of persons belonging to minorities, the Permanent Forum is concerned that the expanded mandate could compromise the current Commission standards for promoting the rights of indigenous peoples. The Permanent Forum therefore urges the Commission to establish a separate working group on minority rights. The Permanent Forum calls on the Commission to work closely with it, indigenous peoples representatives from Africa, and United Nations entities to highlight and advance the recognition, rights and participation of indigenous peoples at the regional and national levels. Furthermore, the Permanent Forum recommends that the Commission designate a focal point on indigenous people

The Permanent Forum invites the newly established Facilitative Working Group of the local communities and indigenous peoples platform to collaborate closely with bodies outside the United Nations Framework Convention on Climate Change on matters relating to climate change and indigenous peoples, in accordance with its mandate (Conference of the Parties decision 2/CP.24, para. 20).
