The Permanent Forum welcomes the invitation from the Government of the Russian Federation, the Governor of Yamal-Nenets Autonomous Region, the public chamber of the Russian Federation and the Russian Association of Indigenous Peoples of the North, Siberia and the Far East (RAIPON) to hold an international meeting in the city of Salekhard, from 1 to 4 July 2007, dedicated to the study of experiences of interaction between indigenous peoples and the private sector, and expresses its appreciation for this invitation. The Permanent Forum also calls upon other States to follow the example of the Russian Federation.

The Permanent Forum recognizes that, owing to historical and ongoing discriminatory practices in the delivery of healthcare, including in the administration of vaccines, there is distrust that needs to be acknowledged and addressed by governments. Therefore, the Forum recommends that governments collaborate with indigenous peoples’ representatives and leaders, provide culturally appropriate information in indigenous peoples’ languages, engage with indigenous healthcare practitioners and support indigenous peoples’ organizations that are already providing pandemic-related support in their communities.

The Permanent Forum recommends that the United Nations Population Fund (UNFPA) advance data and research on the challenges that indigenous women and girls face in realizing their right to bodily autonomy and the right to be free from violence, including reproductive coercion and in birthing practices. Furthermore, the Permanent Forum invites UNFPA to prepare a study on indigenous women’s bodily autonomy, with the participation of indigenous women, and to present its findings at the twenty-third session of the Permanent Forum, to be held in 2024.

The Permanent Forum recognizes that the United Nations has declared 2010 the International Year of Biodiversity and that indigenous peoples, as custodians of the Earth’s biodiversity, should be major players in actions planned for 2010. In that spirit, the Permanent Forum calls for close cooperation between the secretariat of the Convention on Biological Diversity and the Forum in promoting the International Year and in highlighting the role of indigenous peoples as custodians of biodiversity.

The Permanent Forum also calls upon WHO to work in close cooperation with the Forum in establishing a programme on non-communicable diseases, with special attention to indigenous peoples and diabetes. The Forum recognizes the findings of the Expert Meeting on Indigenous Peoples, Diabetes and Development, held in Copenhagen on 1 and 2 March 2012, and its outcome document entitled “The Copenhagen call to action” and recommends that those outcomes be considered when establishing the programme.

The Permanent Forum notes the progress achieved by the Regional Bureau for Latin America and the Caribbean of the United Nations Development Programme (UNDP) in the implementation of a programme on electoral processes with a focus on indigenous women and youth. However, the Permanent Forum is concerned about the Regional Initiative on Indigenous Peoples’ Rights and Development in Asia and the Pacific, a programme that has critically contributed to promoting indigenous peoples’ issues and rights in the region. The Permanent Forum urges UNDP to maintain and strengthen this important programme.

The Permanent Forum welcomes efforts by Member States to organize specific vaccine programmes for indigenous peoples and encourages the Coalition for Epidemic Preparedness Innovations, Gavi Alliance, WHO and the United Nations Children’s Fund, in their administration of the COVID-19 Vaccine Global Access (COVAX) Facility, to ensure that indigenous peoples are uniquely included in vaccine dissemination efforts. Given the disproportionate effect of the COVID-19 virus on the mortality of indigenous peoples in many countries, the Forum underlines the urgency of ensuring that all indigenous peoples are uniquely considered in vaccine planning and distribution. Due attention should also be given to indigenous peoples affected by conflict and post-conflict situations and complex humanitarian emergencies.

The Permanent Forum recommends that States, the World Health Organization (WHO), the United Nations Population Fund (UNFPA), the United Nations Development Programme (UNDP) and other relevant organizations adopt targeted policies, programmes, projects and budgets designed to address the staggering prevalence of diabetes among indigenous peoples and put in place culturally appropriate health services, health education and awareness-raising initiatives to treat diabetes and prevent its rapid growth. Particular attention should be given to pregnant women, whose reproductive health is closely linked to the future risk of their children developing diabetes.

The Permanent Forum repeats its call for an end to the criminalization of indigenous midwives as expressed in the recommendations contained in paragraphs 49 and 50 of its report on its seventeenth session (E/2018/43-E/C.19/2018/11) and urges States to respect the right of indigenous peoples to maintain their traditional health practices in accordance with article 24 of the Declaration.

The Permanent Forum recommends that United Nations agencies convene a high-level meeting with representatives of indigenous women to review the commitments and actions for securing the human rights of indigenous women highlighted in articles 21, 22 and 41 of the Declaration.
