Further, the implementation of the Sustainable Development Goal on ensuring access to affordable and modern energy for all (Goal 7) is posing threats as well as providing opportunities for indigenous peoples. It is stated in article 4 of the Declaration that “Indigenous peoples, in exercising their right to self-determination, have the right to autonomy or self-government in matters relating to their internal and local affairs, as well as ways and means of financing their autonomous functions”. The Permanent Forum welcomes the international seminar to assess the global status and trends with regard to indigenous autonomies, held in Mexico City in March 2019, which was organized by the Inter- American Commission on Human Rights, the Special Rapporteur on the rights of indigenous peoples, the Expert Mechanism on the Rights of Indigenous Peoples, the Permanent Forum and the International Work Group for Indigenous Affairs. The Forum calls upon States and United Nations entities to continue to discuss these issues in each region. The Forum also encourages the convening of a global conference on the state of indigenous autonomies by the three United Nations mechanisms on the rights of indigenous peoples (i.e., the Forum, the Special Rapporteur and the Expert Mechanism) and invites Member States to host the event.

The inclusion and full and effective participation of Indigenous Peoples, as beneficiaries and partners in achieving the Sustainable Development Goals, while avoiding negative impacts on their rights are essential. The Permanent Forum recommends that States and relevant United Nations entities cooperate with Indigenous Peoples to fully consider their situations during the midpoint review at the Sustainable Development Goals Summit in 2023, including in the preparations at the high-level political forum on sustainable development.

The Permanent Forum urges Governments in the Arctic, Eastern Europe, the Russian Federation, Central Asia and Transcaucasia to fully implement the relevant international obligations related to environmental and social safeguards to assure the conservation of nature and access to natural resources for indigenous peoples within their territories in accordance with Sustainable Development Goals 12, 14 and 15.

The Permanent Forum recommends that member States and relevant United Nations agencies place employment, decent work, social protection and recognition of traditional occupations and livelihoods of indigenous peoples, including pastoralism, on the post-2015 development agenda. A focus on indigenous peoples’ access to decent work, livelihoods and social protection is of utmost importance in this context. It will provide the opportunity to work globally towards building the enabling conditions for capturing the opportunities of sustainable development for pastoralists.

The Permanent Forum expresses concern that indigenous peoples are not receiving adequate information regarding the achievement of the Sustainable Development Goals at the national level and encourages Governments, United Nations entities, indigenous peoples and civil society organizations to convene workshops and other forums to ensure their effective participation in implementing the 2030 Agenda.

Since the adoption of the 2030 Agenda for Sustainable Development by Member States in 2015, the Permanent Forum has repeatedly highlighted the importance of ensuring the meaningful and full participation of indigenous peoples in the implementation of the 2030 Agenda. Unfortunately, the world is not on track to meet globally agreed targets. This has been particularly evident during the period of the COVID-19 pandemic, in which existing inequities have been exacerbated, placing the survival of indigenous peoples at greater risk. During the pandemic, indigenous peoples, in particular indigenous women and girls, have not only been left behind, but have been left even further behind.

The Permanent Forum urges Member States, the United Nations system and private philanthropic institutions to fund activities for the implementation of the global action plan and invites UNESCO, as the lead agency for the commemoration of the International Decade, to prioritize support for projects led by indigenous peoples. Languages on the brink of extinction must be afforded particular attention.

The Permanent Forum recommends that Member States and United Nations agencies recognize indigenous peoples as distinct stakeholders and make a specific separate reference to indigenous peoples, and not simply include them under the terms “marginalized and vulnerable groups”, in both the sustainable development goals and the post-2015 development agenda, including the Small Island Developing States process, and that this recommendation, with the specific recognition of indigenous peoples’ views and priorities for development, should be reflected in the goals and targets to be developed, including appropriate indicators and data disaggregation.

The Permanent Forum expresses concern regarding indigenous young people in situations in which they are increasingly migrating from their communities because of poverty, lack of economic opportunities and climate change. With a focus on Sustainable Development Goal 8, the Forum encourages ILO and IOM, in cooperation with indigenous peoples, to conduct a study, by 2021, on good practices on, opportunities for and challenges in generating culturally appropriate, decent work for indigenous young people. The study should inform the development of programmes and initiatives for indigenous youth employment, both in their communities and in the context of migration.

The Permanent Forum welcomes the study on Indigenous determinants of health in the 2030 Agenda for Sustainable Development (E/C.19/2023/5), presented at its twenty-second session. The Permanent Forum calls upon Member States and United Nations entities, particularly WHO, to adopt indigeneity as an overarching determinant of health, including in relation to the relevant Sustainable Development Goals and in policies and practices across the United Nations system.
