The Permanent Forum expresses concern regarding indigenous young people in situations in which they are increasingly migrating from their communities because of poverty, lack of economic opportunities and climate change. With a focus on Sustainable Development Goal 8, the Forum encourages ILO and IOM, in cooperation with indigenous peoples, to conduct a study, by 2021, on good practices on, opportunities for and challenges in generating culturally appropriate, decent work for indigenous young people. The study should inform the development of programmes and initiatives for indigenous youth employment, both in their communities and in the context of migration.

The Permanent Forum recognizes the initial efforts made by FAO towards the elaboration of a methodological discussion platform to address indigenous peoples’ territorial rights. The Permanent Forum recommends that FAO and other interested or partner agencies continue the joint elaboration of the participatory methodology and start using it in the field in order to strengthen the delimitation, titling and negotiated development processes specifically targeting indigenous peoples’ needs

The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. The Forum recognizes the efforts of the World Bank in the consultation process and the review of its policy on indigenous peoples. The members of the Forum request that the final draft policy be made available to them before its presentation to the Board of the World Bank. The members of the Forum express their great interest in reviewing the draft policy and making recommendations, as well as in meeting with the Board of Executive Directors of the World Bank.

The Permanent Forum reiterates its call to Member States to redouble their efforts to ensure disaggregated data collection on indigenous peoples (in accordance with target 17.10) and to include complementary indicators on indigenous peoples in voluntary national reports submitted by Governments for meetings of the high-level political forum on sustainable development. Data disaggregated by ethnicity will help Governments to make informed decisions in a culturally appropriate way in response to the specific needs of indigenous peoples. The Forum underlines the importance of applying a human rights-based approach to data collection, including on ethnicity.

The Permanent Forum recalls that, more than 10 years ago, the International Fund for Agricultural Development established an indigenous forum, which the Forum has repeatedly recognized as a good practice and recommended that other United Nations entities should follow. However, despite these recommendations, other entities have not done so, with the notable exception of the Local Communities and Indigenous Peoples Platform of the United Nations Framework Convention on Climate Change. The Forum reiterates its recommendation that United Nations entities should incorporate indigenous-driven platforms in order to give advice on and promote indigenous peoples’ issues and should consider the participation of the Permanent Forum together with indigenous peoples in such platforms.

The Permanent Forum remains concerned about continuing human rights violations, including arbitrary killings and extrajudicial executions, throughout northeastern India. It echoes the call of indigenous peoples (scheduled tribes) of the region and urges India to repeal the Armed Forces Special Powers Act of 1958, investigate alleged human rights abuses in the region and hold those responsible to account.

The Permanent Forum recommends that the President of the General Assembly take immediate steps to ensure the full, equal, direct and effective participation of indigenous peoples throughout all aspects and processes of the high-level plenary meeting/World Conference on Indigenous Peoples in order to achieve an action-oriented, concise, inclusive, constructive and comprehensive outcome that will genuinely promote the full and effective implementation of the United Nations Declaration on the Rights of Indigenous Peoples (art. 18).
