Reiterating the recommendation made at its seventh session, the Permanent Forum recommends that the United Nations High Commissioner for Refugees and the International Organization for Migration focus on the vulnerability of indigenous peoples in the Pacific region, in particular in view of the effects of climate change (see E/2008/43-E/C.19/2008/13, chap. 1, sect. In the context of the implementation of the Policy on Ethnicity and Health, adopted by the executive committee of the Pan American Health Organization (PAHO) in 2017 (CE160.R11), the Permanent Forum invites PAHO and the World Health Organization (WHO) to collaborate with health institutions and policymakers to address issues related to indigenous maternal health, including the practice of indigenous midwifery. It recommends that PAHO prepare a study on the advancements in indigenous maternal health, including best practices used by indigenous midwives and supportive organizations. The Forum invites PAHO to submit the report by 2020.

The Forum recommends that the Secretary-General, through the Economic and Social Council, prepare a report on the implementation of chapter 26 of Agenda 21 and other relevant chapters, such as chapter 36 and 15, that focus on how the Commission on Sustainable Development, in conjunction with secretariats of other environmental bodies (Convention on Biological Diversity, United Nations Framework Convention on Climate Change, United Nations Environment Programme, Global Environment Facility (GEF), United Nations Forum on Forests, UNDP, the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) etc.) are implementing those chapters for indigenous peoples in their work, and that the report be submitted to the Forum at its third session.

The Permanent Forum invites the secretariat of the Committee on the Elimination of Discrimination against Women to share information, at its twenty-first session, in 2022, regarding the progress made in incorporating the rights of indigenous women into the work of the Committee. It also invites States parties to the Convention on the Elimination of All Forms Discrimination against Women to incorporate specific rights-based indicators and information on indigenous peoples, in particular indigenous women, in their periodic progress reports on the implementation of the Convention.

The Permanent Forum recommends that States: ensure that the collection of statistical data be disaggregated by sex and ethnicity; discourage monitoring that is focused only on national averages; ensure indigenous peoples’ and indigenous women’s effective participation in all stages of the preparation, coordination and implementation of data collection; develop a proper system of indicators in partnership with indigenous peoples and women; and enable a measurement of progress in the different areas.

The Permanent Forum decides to appoint, without financial implications, Hassan Id Balkassm and Paimaneh Hasteh, members of the Forum, as Special Rapporteurs to undertake a study to determine whether climate change policies and projects adhere to the standards in the United Nations Declaration on the Rights of Indigenous Peoples, and that the Human Rights Council expert mechanism on the rights of indigenous peoples and the Inter-Agency Support Group on Indigenous Issues be invited to participate in the study, and requests that they provide the Forum with an outline of the study at its eighth session and a report thereon at its ninth session.

Recalling its workshop on data collection and disaggregation concerning indigenous peoples (see E/C.19/2004/2), the Forum takes note with satisfaction of the recommendations and intends to: a) Request the World Bank to undertake a study on poverty and indigenous peoples in connection with disaggregation of data, and to present the results to the Forum at its fifth session; b) Devote in-sessional time to in-depth discussions and exchange of good practices concerning the disaggregation of data.

6. The Permanent Forum congratulates the Food and Agriculture Organization of the United Nations (FAO) on the adoption of its policy on indigenous and tribal peoples and requests that FAO take measures towards the implementation of the policy at all levels, especially at the country level. Such measures include improving the capacity of FAO staff to work effectively with indigenous peoples and their organizations and establishing a mechanism for partnership. Further, the Permanent Forum requests that FAO involve it in the development of voluntary guidelines on the responsible governance of tenure of land, fisheries and forests. In addition, the Forum requests participation in the Committee on World Food Security and membership in the Committee’s advisory group.
