The Permanent Forum expresses its thanks to the Governments of Bolivia (Plurinational State of), Canada, China, Colombia, the Democratic Republic of the Congo, Denmark, Finland, Guatemala, Mexico, Nicaragua, Norway, the Russian Federation, Spain and the United States of America, as well as the government of Greenland, for having hosted previous pre-sessional and intersessional meetings of the Permanent Forum. The Permanent Forum stresses the importance of organizing such pre-sessional and intersessional meetings and reiterates its recommendation that States that have not yet done so consider hosting such meetings in the future. It also requests that the secretariat of the Permanent Forum organize pre-sessional meetings for future sessions of the Permanent Forum.

The Permanent Forum recommends to the President of the sixty-eighth session of the General Assembly the continuation of the practice, established during the sixty-sixth session of the Assembly, of appointing a State representative and an indigenous peoples’ representative to conduct inclusive informal consultations on his behalf in order to build consensus on the themes of the round table and panel discussions and the content of the outcome document of the World Conference, as well as to ensure the full and effective participation of indigenous peoples in the process.

The Permanent Forum recommends that States and the United Nations system, including United Nations country teams, provide support, including funding, for the efforts of indigenous peoples’ institutions to preserve and revitalize their languages, with the particular goal of fluency. Such efforts may include the sharing of positive experiences and the establishment of informal networks or caucuses involved in the promotion and revitalization of indigenous languages, as well as the use of information and communications technology in indigenous languages. It is important that States provide adequate funding for language revitalization and the preservation of cultural heritage as it relates to indigenous languages. In addition, States should facilitate funding for indigenous language projects from external donors, including the private sector, in accordance with law.

The Permanent Forum notes the progress made in including indigenous peoples in several of the newly developed United Nations Sustainable Development Cooperation Frameworks developed in 2020 and the COVID-19 socioeconomic response plans. However, the Forum also notes the uneven inclusion of indigenous peoples in United Nations country programming consultations and development, and the lack of disaggregated data, which perpetuates their invisibility. The Forum reiterates that indigenous peoples should participate in the preparation of common country assessments as well as the Sustainable Development Cooperation Frameworks and that United Nations country teams should work with Governments to foster effective consultation with indigenous peoples.

The Permanent Forum recalls the relevance of article 13 (1) of the United Nations Declaration on the Rights of Indigenous Peoples and encourages States to step up efforts, in collaboration with Indigenous Peoples, to advance the realization of the linguistic and cultural rights of Indigenous Peoples, including through the right to education in Indigenous Peoples’ languages in the context of the International Decade.

The Permanent Forum welcomes the efforts of the indigenous Global Coordinating Group to respond to the request of the President of the General Assembly as its sixty-eighth session, which concluded with the nomination of two indigenous advisers. The Forum urges the President of the sixty-eighth session to formalize their designation so as to start the consultation process on the high-level plenary meeting/World Conference on Indigenous Peoples as soon as possible, by June.

The Permanent Forum recommends that the President of the sixty-eighth session of the General Assembly, in the selection of co-chairs and other members of the two plenary meetings, the three interactive round-table discussions and the one interactive panel discussion during the World Conference, in addition to the informal interactive hearing to be held before June 2014, apply the criteria of regional representation of indigenous peoples; gender balance; inclusion of indigenous elders and youth; and inclusion of indigenous persons with disabilities. The Forum offers its assistance in identifying potential co-chairs and other members.
