The Permanent Forum recognizes that, owing to historical and ongoing discriminatory practices in the delivery of healthcare, including in the administration of vaccines, there is distrust that needs to be acknowledged and addressed by governments. Therefore, the Forum recommends that governments collaborate with indigenous peoples’ representatives and leaders, provide culturally appropriate information in indigenous peoples’ languages, engage with indigenous healthcare practitioners and support indigenous peoples’ organizations that are already providing pandemic-related support in their communities.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. 6. The Permanent Forum congratulates the Food and Agriculture Organization of the United Nations (FAO) on the adoption of its policy on indigenous and tribal peoples and requests that FAO take measures towards the implementation of the policy at all levels, especially at the country level. Such measures include improving the capacity of FAO staff to work effectively with indigenous peoples and their organizations and establishing a mechanism for partnership. Further, the Permanent Forum requests that FAO involve it in the development of voluntary guidelines on the responsible governance of tenure of land, fisheries and forests. In addition, the Forum requests participation in the Committee on World Food Security and membership in the Committee’s advisory group.

The Permanent Forum urges States to review their policies on biofuel industries, which, in the name of remedying the impacts of climate change, are resulting in the deforestation of large forest areas and the displacement of indigenous peoples. That increases the vulnerability of indigenous communities and in particular of those living in voluntary isolation.

The Forum recommends that the United Nations Convention to Combat Desertification, the Ramsar Convention on Wetlands, the Convention on the Conservation of Migratory Species of Wild Animals and the Convention on International Trade in Endangered Species of Wild Flora and Fauna facilitate the full and effective participation, including funding, of indigenous peoples, particularly women and youth, and the Forum in the work to implement these conventions, and involve them fully in policy formulation and in the design, implementation, monitoring and evaluation of environmental programmes or projects.

The Permanent Forum also calls upon WHO to work in close cooperation with the Forum in establishing a programme on non-communicable diseases, with special attention to indigenous peoples and diabetes. The Forum recognizes the findings of the Expert Meeting on Indigenous Peoples, Diabetes and Development, held in Copenhagen on 1 and 2 March 2012, and its outcome document entitled “The Copenhagen call to action” and recommends that those outcomes be considered when establishing the programme.

The Permanent Forum recommends that appropriate United Nations organizations, including the United Nations Development Fund for Women (UNIFEM) and the United Nations Children’s Fund (UNICEF), as well as States, take immediate action to review and monitor the situation of indigenous women and provide comprehensive reports on violence against indigenous women and girls, particularly sexual violence and violence in the context of armed conflict. Indigenous women must be full participants in this process.

The Permanent Forum urges the International Union for Conservation of Nature to establish a task force on conservation and human rights to work with indigenous peoples’ communities and organizations to clearly articulate the rights of indigenous peoples in the context of conservation initiatives and to continue to promote grievance mechanisms and avenues for redress in the context of conservation action, including the Whakatane Mechanism. The Forum invites the Union to report on progress made in the implementation of these recommendations in future sessions.

The Permanent Forum welcomes efforts by Member States to organize specific vaccine programmes for indigenous peoples and encourages the Coalition for Epidemic Preparedness Innovations, Gavi Alliance, WHO and the United Nations Children’s Fund, in their administration of the COVID-19 Vaccine Global Access (COVAX) Facility, to ensure that indigenous peoples are uniquely included in vaccine dissemination efforts. Given the disproportionate effect of the COVID-19 virus on the mortality of indigenous peoples in many countries, the Forum underlines the urgency of ensuring that all indigenous peoples are uniquely considered in vaccine planning and distribution. Due attention should also be given to indigenous peoples affected by conflict and post-conflict situations and complex humanitarian emergencies.
