The Forum recognizes the efforts of the World Bank in the consultation process and the review of its policy on indigenous peoples. The members of the Forum request that the final draft policy be made available to them before its presentation to the Board of the World Bank. The members of the Forum express their great interest in reviewing the draft policy and making recommendations, as well as in meeting with the Board of Executive Directors of the World Bank.

The Permanent Forum thus welcomes FAO efforts to develop a policy on indigenous peoples’ issues which will help organization staff to work with indigenous peoples in a more systematic way. With a view to strengthening FAO work with indigenous peoples, the Permanent Forum encourages the organization to finalize the draft policy as soon as possible and to submit it to senior management for approval.

The Permanent Forum further urges States to improve their collection of data on self-harm and suicide among indigenous children and youth, as well as on violence against indigenous women, boys and girls, to facilitate better understanding of the extent of the problem. States should commit to reducing the incidence of self-harm, violence and suicide among indigenous children and youth through the allocation of adequate resources to holistic prevention and support services, in partnership with indigenous peoples.

The COVID-19 pandemic has had a devastating impact on the livelihoods of indigenous peoples, including nomadic peoples. Furthermore, the pandemic has exacerbated the plight of young women with regard to forced early marriage, female genital mutilation and lack of access to health care. The Permanent Forum calls for heightened attention to be paid to diabetes and other non communicable diseases by WHO, PAHO and States, including at the World Conference on Indigenous Peoples, to be held in 2014, and calls upon these parties to discuss issues relating to indigenous health and formulate an action plan with particular focus on improving prevention and access to the care of diabetes and non-communicable diseases.

The Permanent Forum welcomes the establishment of the steering committee on indigenous peoples of Africa that consists of the working group on indigenous populations/communities and minorities in Africa as well as interested members of the Inter-Agency Support Group on Indigenous Peoples’ Issues. The Forum invites the steering committee to work with the members of the Forum to support the implementation of the system-wide action plan on the rights of indigenous peoples as well as the United Nations Declaration on the Rights of Indigenous Peoples on the African continent. The Forum also encourages United Nations agencies, funds and programmes to establish a similar inter-agency group in Asia.
