The Permanent Forum is concerned about reports of UNDP entering into a strategic partnership with the oil company GeoPark, a private entity that has been accused by indigenous communities of disregarding their rights, to carry out economic development activities in Colombia without the free, prior and informed consent of the indigenous communities that will be affected. This partnership contradicts standard 6 (indigenous peoples) of the UNDP social and environmental standards, and the Forum urges UNDP to suspend all related partnership activities until a proper free, prior and informed consent process can be carried out.

The ongoing COVID-19 pandemic has highlighted the urgent need for the collection of disaggregated statistical data on the situation of indigenous peoples. Where such data are available, they have shown that the pandemic has affected indigenous peoples differently than other populations, requiring culturally appropriate approaches and solutions. The Permanent Forum reiterates its recommendation to Member States to collect and disseminate disaggregated statistical data on indigenous peoples, in close cooperation with indigenous peoples themselves, in order to support evidence-based policymaking and programming.

Taking into account decision 22/16 of the Governing Council of UNEP, the Forum recommends that UNEP and relevant United Nations agencies and programmes hold consultations at the regional and national levels with indigenous peoples to examine this issue and prepare recommendations on possible further strengthening of the understanding of the link between environment and cultural diversity.

The Permanent Forum welcomes the efforts of UNDP to endorse the political participation of indigenous peoples in Latin America and the Caribbean and its support in the preparation of the report on democracy and indigenous peoples in the region. Recognizing that the Inter-Agency Support Group on Indigenous Issues will play a central role in coordinating efforts among United Nations agencies to translate the outcome document of the World Conference on Indigenous Peoples into meaningful change, the Permanent Forum requests that the Group ensure that its membership includes all United Nations agencies, funds and programmes, including specialized agencies. The Forum recommends that the United Nations Development Programme, the United Nations Population Fund and the Advisory Board of the United Nations Office for Partnerships and other relevant United Nations agencies take the measures necessary for addressing the special situation of indigenous peoples in developed countries.

The Permanent Forum welcomes indigenous peoples’ contributions to the implementation of the Convention on Biological Diversity and the development of the post-2020 global biodiversity framework. The Forum underlines the need to develop a new programme of work and institutional arrangements on article 8 (j) and other provisions of the Convention with the full and effective participation of indigenous peoples. It recommends that the secretariat of the Convention facilitate a capacity-building process for indigenous peoples to enable them to prepare themselves for the development of new programmes of work and institutional arrangements.

The Forum urges other United Nations entities to report on their progress achieved in this regard to the Forum at its seventeenth session.
