The Permanent Forum recommends that the United Nations Framework Convention on Climate Change and relevant parties develop mechanisms for indigenous peoples’ participation, as appropriate, in all aspects of the international dialogue on climate change, particularly the forthcoming negotiations for the next Kyoto Protocol commitment period, including by establishing a working group on local adaptation measures and traditional knowledge of indigenous peoples. The Forum encourages dialogue and cooperation among indigenous peoples, particularly indigenous women and youth, States, conservation and development organizations and donors in order to strengthen the participation of indigenous peoples in dialogue on climate change.

The Permanent Forum recognizes the initial efforts made by FAO towards the elaboration of a methodological discussion platform to address indigenous peoples’ territorial rights. The traditional food systems of indigenous peoples depend on a healthy environment and access to traditional resources and play an important role in maintaining the communities’ cultures and identities and their health and well-being. The Permanent Forum encourages indigenous peoples, States, United Nations entities and civil society organizations to raise awareness and promote the food cultures of indigenous peoples through support for indigenous peoples’ food systems and unconditional access to traditional resources.

The Permanent Forum takes note of the sixth call for proposals of the Indigenous Peoples Assistance Facility of IFAD, which is focused on advancing indigenous peoples’ biodiversity conservation and sustainable management for adaptation and resilience to climate change. The Permanent Forum urges IFAD to facilitate direct access to climate financing to indigenous peoples’ communities and organizations through the Facility and the Adaptation for Smallholder Agriculture Programme, and encourages Governments and donors to support those initiatives.

The Forum encourages the World Bank to ensure the full and effective participation of indigenous peoples in the formulation of the forthcoming indigenous peoples' guidebook and any revision to the operational policy BP 4.10 on indigenous peoples. The policy and practice of the World Bank and other multilateral development banks should be consistent with internationally recognized human rights of indigenous peoples. The results of the International Expert Workshop on Methodologies regarding Free, Prior and Informed Consent should serve as a guide to the World Bank in its practices pertaining to indigenous peoples

The Forum decides to appoint Victoria Tauli-Corpuz and Lars Anders-Baer, members of the Permanent Forum, as special rapporteurs to prepare a report on various models and best practices of mitigation and adaptation measures undertaken by indigenous peoples from various parts of the world. The Forum requests that these special rapporteurs, in collaboration with indigenous peoples, also prepare a draft declaration of action on climate change and indigenous peoples, which can include a road map for indigenous peoples towards the 2009 Copenhagen Conference of the Parties to the United Nations Framework Convention on Climate Change and beyond. These will be presented at the eighth session of the Forum.
