In order to improve the implementation of its recommendations, the Permanent Forum calls upon United Nations agencies to ensure that there are systems in place to share information with and distribute information to indigenous peoples at the local level so that they have the opportunity to engage with the work of the United Nations at the country level and express their views and concerns and implement their policies. The Forum also encourages indigenous peoples’ organizations to engage actively with the United Nations system at the country level and urges United Nations resident coordinators’ offices to engage with indigenous peoples’ organizations and representatives and ensure their active participation and consultation in policy dialogues at the national level.

The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. The Permanent Forum recommends that the Secretary-General actively support the enhanced participation of indigenous peoples by participating in the General Assembly process, associated regional dialogues and meetings with the Temporary Committee for the Indigenous Coordinating Body for Enhanced Participation in the United Nations. Furthermore, the Permanent Forum urges Member States to consult with indigenous peoples nationally, regionally and internationally on enhanced participation and to provide financial support for related activities so as to ensure the full, effective, direct and meaningful participation of indigenous peoples in that process.

The Permanent Forum wishes to express its thanks to the Government of Nicaragua for hosting its 2012 pre-sessional meeting. The Forum also thanks the Governments of Bolivia (Plurinational State of), Canada, China, Denmark, Greenland, Norway, Spain and the United States of America for having hosted the Forum’s previous pre-sessional meetings, and the Government of the Congo for offering to host the 2013 pre-sessional meeting. The Forum requests that the secretariat organize pre-sessional meetings for future sessions of the Forum and urges all Member States that have not considered hosting pre-sessional meetings of the Forum to do so.

The Permanent Forum invites the General Assembly to consider the creation of a distinct United Nations voluntary fund for indigenous youth or the earmarking of existing and future funds to increase and enhance the direct participation of indigenous youth at the United Nations. Furthermore, the Forum encourages every State Member of the United Nations to make multi-year voluntary contributions to such existing and/or future funds.

The Permanent Forum expresses its thanks to the Governments of Bolivia (Plurinational State of), Canada, China, the Congo, Denmark, Guatemala, Mexico, Nicaragua, Norway, the Russian Federation, Spain and the United States, as well as the government of Greenland, for having hosted previous pre-sessional and intersessional meetings of the Forum. The Forum stresses the importance of organizing such pre-sessional and intersessional meetings and reiterates its recommendation that States that have not yet done so consider hosting such meetings in the future. It also requests that the secretariat of the Forum organize pre-sessional meetings for future sessions of the Forum.

The Permanent Forum welcomes the legal reforms and policies carried out in some States to recognize the right of indigenous peoples to food and food sovereignty. It would also like to encourage the remaining States to take the steps towards its recognition. The Permanent Forum encourages States to take positive actions to facilitate the capacity of indigenous peoples to strengthen traditional food systems, such as formally recognizing and demarcating indigenous territories to enable them to carry out productive food activities, in accordance with article
8 (2) (b) of the Declaration, which prohibits States from any action that has the aim or effect of dispossessing indigenous peoples of their lands, territories or resources.
