The Permanent Forum welcomes with appreciation the decision of the General Assembly, in its resolution 66/141, to request that the Secretary-General submit to the Assembly at its sixty-seventh session a comprehensive report on the rights of the child, including a focus on indigenous children. The Forum wishes to take part in any initiative undertaken by the Secretary-General in preparing the comprehensive report on the rights of the child.

The Permanent Forum recommends that the President of the sixty-eighth session of the General Assembly, in the selection of co-chairs and other members of the two plenary meetings, the three interactive round-table discussions and the one interactive panel discussion during the World Conference, in addition to the informal interactive hearing to be held before June 2014, apply the criteria of regional representation of indigenous peoples; gender balance; inclusion of indigenous elders and youth; and inclusion of indigenous persons with disabilities. The Forum offers its assistance in identifying potential co-chairs and other members.

The Permanent Forum is very concerned that indigenous peoples continue to report difficulties in participating in UNDP projects and engaging with UNDP offices. The Forum recommends that UNDP improve access to information on the Programme for indigenous peoples and ensure easier access to its staff members in country offices. UNDP should promote mechanisms that ensure a constructive and institutionalized dialogue between indigenous peoples and United Nations country teams at the country level, for example, by establishing advisory boards composed of indigenous representatives who can bring their perspectives to United Nations programming processes and policies.

The Permanent Forum expresses appreciation to Mr. Parshuram Tamang and Mr. Yuri Boichenko for their draft questionnaire for United Nations agencies and requests the secretariat of the Permanent Forum to use the questionnaire in seeking information from agencies for its future sessions. The Permanent Forum also supports requests from States that they receive a similar questionnaire and requests the secretariat to carry through this request, in consultation with members of the Permanent Forum.

The Permanent Forum acknowledges the Fund’s country strategic opportunities programmes as an important instrument for actively focusing on indigenous issues at the national level. The Permanent Forum recommends that IFAD construct mechanisms to secure the complementary use of the national operative planning instruments and the new institutional policy on engaging with indigenous peoples. The alignment of those instruments with the future institutional policy on indigenous issues is important for the mainstreaming of indigenous peoples’ issues within IFAD.

The Permanent Forum invites the General Assembly to consider the creation of a distinct United Nations voluntary fund for indigenous youth or the earmarking of existing and future funds to increase and enhance the direct participation of indigenous youth at the United Nations. Furthermore, the Forum encourages every State Member of the United Nations to make multi-year voluntary contributions to such existing and/or future funds.

The Permanent Forum recommends that the Department of Economic and Social Affairs, in cooperation with the Office of the United Nations High Commissioner for Human Rights (OHCHR), facilitate a series of online regional meetings in 2023 to discuss the development of standards and redress mechanisms for conservation programmes that affect indigenous peoples’ lands, territories and waters. The dialogue should include the Special Rapporteur of the Human Rights Council on the rights of indigenous peoples, the Permanent Forum, indigenous peoples’ representatives, non-governmental organizations, the private sector and other stakeholders. The Permanent Forum would welcome a presentation of the outcomes of such a meeting at its twenty-third session, to be held in 2024.

The Permanent Forum acknowledges the entry into force on 14 April 2014 of the Optional Protocol to the Convention on the Rights of the Child on a communications procedure. In this regard, it recommends that the Office of the United Nations High Commissioner for Human Rights, the United Nations Children’s Fund, other United Nations agencies and States support the dissemination of the guide to this Optional Protocol, including its translation into different languages and the building of capacity among indigenous organizations and institutions to make effective use of the Optional Protocol in promoting and protecting the rights of indigenous children and youth.

The Permanent Forum welcomes the work of the Inter-Agency Support Group on Indigenous Peoples’ Issues regarding the implementation of the call to action on the theme “Building an inclusive, sustainable, and resilient future with Indigenous peoples”, in an effort to revitalize the system-wide action plan on the rights of indigenous peoples. In particular, the Permanent Forum also notes the work being carried out with and by resident coordinators to raise awareness among United Nations country teams. It encourages the Inter-Agency Support Group to continue its work on strengthening the implementation of indigenous peoples’ rights frameworks at the national level and on guaranteeing the full and effective participation of indigenous peoples at the country level.
