The Permanent Forum welcomes indigenous peoples’ contributions to the implementation of the Convention on Biological Diversity and the development of the post-2020 global biodiversity framework. The Forum underlines the need to develop a new programme of work and institutional arrangements on article 8 (j) and other provisions of the Convention with the full and effective participation of indigenous peoples. It recommends that the secretariat of the Convention facilitate a capacity-building process for indigenous peoples to enable them to prepare themselves for the development of new programmes of work and institutional arrangements.

Recognizing the progress made, and building on the recommendations made in
its report on its first session, the Forum provides the following advice and recommendations:

(a) Encourages United Nations bodies whose activities have an impact on indigenous children and youth, including, but not limited to, the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Food and Agriculture Organization of the United Nations (FAO), the International Labour Organization (ILO), the United Nations Development Programme (UNDP), the United Nations Development Fund for Women (UNIFEM), the United Nations Population Fund (UNFPA) the United Nations Human Settlements Programme (UN-Habitat), and the Department of Public Information of the United Nations Secretariat, to report regularly to the Forum. The reports should contain detailed information on and assess the progress made within programmes directed at, affecting and relating to indigenous adolescents.

(b) Reiterates its recommendation that the United Nations Childrens Fund (UNICEF), as the United Nations nodal agency on children:
Present a comprehensive report to the Forum on an annual basis, including budgetary allocations and an assessment of their impact, including details of all its initiatives undertaken in collaboration with other specialized bodies of the United Nations system relating to indigenous children and those undertaken at the international or regional levels, as well as country initiatives, where applicable; Provide information from the multi-indicator cluster survey being globally undertaken by UNICEF, disaggregating data on the antenatal health, birth, registration, immunization and early childhood development of indigenous children.

The Permanent Forum recommends that the Arctic Council formally engage with the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the United Nations Environment Programme (UNEP) to jointly follow up the International Experts Meeting on Climate Change and Arctic Sustainable Development: scientific, social, cultural and educational challenges (3-6 March 2009 in Monaco).

The Forum recommends that Governments integrate a gender framework that encompasses all areas of their work, including their agricultural and economic policies, and include in their policies actions that directly benefit indigenous women, through the following measures:

(a) Provide access for indigenous women to funding from public budgets;
(b) Create specific measures that enhance women’s participation in their own development processes;
(c) Create national policies that generate employment for indigenous women;
(d) Improve indigenous women’s access to education and the development of their skills, and reform education systems so that they allow women to take advantage of training and employment opportunities;
(e) Strengthen programmes in indigenous communities that ensure benefits for indigenous women.

The United Nations Declaration on the Rights of Indigenous Peoples should serve as a key and binding framework in the formulation of plans for development and should be considered fundamental in all processes related to climate change at the local, national, regional and global levels. The safeguard policies of the multilateral banks and the existing and future policies on indigenous peoples of United Nations bodies and other multilateral bodies should be implemented in all climate change-related projects and programmes.

The Permanent Forum urges States to recognize and protect indigenous peoples’ cultural right to water and, through legislation and policy, to support the right of indigenous peoples to hunt and gather food resources from waters used for cultural, economic and commercial purposes. The Forum recommends that all relevant United Nations entities and Governments:

(a) Advise Governments to revise their national legal and administrative frameworks to ensure indigenous women’s equal rights and access to social and economic services and resources, including land ownership;
(b) Identify and give recognition to the capacities of indigenous women and their specialized knowledge in the areas of health, natural environment, traditional technologies, crafts and arts, and design appropriate employment and income-generating strategies;
(c) Provide indigenous women with the appropriate education and training resources so that they can effectively access and participate in mainstream national, regional and international economic institutions.

The Permanent Forum reiterates the call, made at its fifth and eleventh sessions, upon United Nations agencies and funds to conduct and support regional and international human rights training programmes aimed at building the capacity and advocacy skills of indigenous youth. The Forum further recommends the use of youth forums, social media and other popular cultural forms of communication to disseminate information and training material on the rights of indigenous youth and to facilitate consultation processes at the national and international levels.
