The Permanent Forum expresses its solidarity with the families of 43 trainee teachers of Ayotzinapa, Guerrero, Mexico, who have been missing since 26 September 2014, and supports their efforts to seek justice. The Forum also welcomes and acknowledges the steps taken thus far by the Government of Mexico to resolve this disappearance, and encourages the Government to continue its efforts in collaboration with the Inter-American Commission on Human Rights and in close consultation with the relevant indigenous peoples and families.

The Permanent Forum notes the engagement of the Inter-Parliamentary Union in the preparations for the World Conference and recommends that the Union organize meetings of parliamentarians at the global, regional and country levels to discuss the adoption of legislative and administrative measures affecting indigenous peoples and to encourage the participation of parliamentarians, including indigenous parliamentarians, in the World Conference and its preparatory processes. Such meetings should draw upon the positive developments from the conference facilitated by the Union that was held in Chiapas, Mexico, in 2010 and that led to the adoption of the Chiapas Declaration.

The Permanent Forum demands that WIPO recognize and respect the applicability and relevance of the Declaration as a significant international human rights instrument that must inform the Intergovernmental Committee process and the overall work of WIPO. The minimum standards reflected in the Declaration must either be exceeded or directly incorporated into any and all WIPO instruments that directly or indirectly impact the human rights of indigenous peoples.

In the absence of in-person sessions of the Permanent Forum for two years, the Forum expresses its appreciation of the online dialogues held with United Nations funds, programmes and specialized agencies and welcomes the continuation of this good practice in the coming years, beyond the effects of the pandemic. The Permanent Forum notes the importance of several concurrent United Nations Decades that are of importance to indigenous peoples. The Permanent Forum recommends that the United Nations entities responsible for the international decades declared by the General Assembly, such as the United Nations Decade on Ecosystem Restoration, the United Nations Decade of Ocean Science for Sustainable Development, the International Decade for Action, “Water for Sustainable Development”, 2018–2028, and the International Decade of Indigenous Languages, ensure good communication and coordinate efforts regarding the participation of indigenous peoples and their issues. In this regard, the Permanent Forum recommends that the relevant United Nations entities report to the Department of Economic and Social Affairs, which, in turn, is invited to prepare a study on the funding, modalities and scale of indigenous peoples’ participation in all four Decades. The Permanent Forum further invites Member States to support and fund cooperation during the four Decades to ensure the full and effective participation of indigenous peoples.
