The Permanent Forum congratulates IFAD for the work undertaken in India on disaggregating the human development index and associated development indicators for indigenous and non-indigenous peoples. It further recommends that the Fund, in collaboration with the World Bank, the Inter-American Development Bank and other appropriate organizations, undertake similar work in any developing country where existing data allow for estimates of disaggregated development indicators.

The Permanent Forum welcomes the decision of the Special Rapporteur on the rights of indigenous peoples to prepare a study on intimidation, criminalization and violence of any form directed against indigenous peoples, communities or individuals, in particular those who defend their rights under the United Nations Declaration on the Rights of Indigenous Peoples. The Forum invites the Special Rapporteur to share her preliminary findings and recommendations with the Forum at its seventeenth session.

The Permanent Forum welcomes information from the Government of Bangladesh on progress towards the implementation of the Chittagong Hill Tracts Peace Accord. The Permanent Forum welcomes the effort of the Association of Southeast Asian Nations (ASEAN) to establish a regional human rights mechanism and offers its expertise and cooperation in this matter. The Forum recommends that the mechanism be called the “ASEAN Human Rights Commission” and that the commission explicitly recognize indigenous peoples in its terms of reference. We look forward to a strong commission with full investigatory and implementation powers, which uses the United Nations Declaration on the Rights of Indigenous Peoples as its framework in dealing with indigenous peoples’ issues. The Forum also recommends that the commission establish a committee on indigenous peoples in addition to its proposed committees on migrant workers and women and children.

The Forum recommends that States pay special attention to the situation of uncontacted indigenous peoples, peoples in voluntary isolation, and peoples in isolated and remote localities and displaced peoples from indigenous communities. The Forum recommends that the Special Rapporteur on the human rights and fundamental freedoms of indigenous people pay special attention in his annual reports to the situation of these peoples. The Forum also considers that the situation of these peoples should be the subject of a special international meeting during the Second International Decade of the World’s Indigenous People.
