The Permanent Forum instructs its secretariat transmit recommendations on lands, territories and natural resources as a contribution to:(a)The report of the Secretary-General to the sixteenth session of the Commission on Sustainable Development;(b)An informational document to the sixteenth session of the Commission on Sustainable Development on the thematic issue of land and sustainable agricultural rural development;(c)Transmit specific recommendations on water to the study of the United Nations High Commissioner for Human Rights on the right to water.

The Permanent Forum recommends that Governments and States promote the creation of conditions for indigenous peoples that will enable them to maintain the forests in their traditional way and conserve their cultural identity, with priority accorded to indigenous peoples in voluntary isolation, strengthening their capacities and highlighting the value of ancestral knowledge related to native forests. The Forum further recommends that the traditional knowledge and traditional forest management practices and governance systems of indigenous peoples for the protection and use of their forests be recognized in all forest policies and climate-related forest initiatives.

The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. During the United Nations Conference on Sustainable Development, the members of the Permanent Forum were not able to register as United Nations experts. Forum members attend many United Nations meetings where their specific status is not recognized. The Forum therefore recommends that Member States include Forum members as United Nations experts, not as part of major groups, in United Nations accreditation processes.

The Permanent Forum observes that UNDP projects focused on indigenous peoples’ issues are few in number and dispersed, and constitute a very small fraction in the overall UNDP portfolio. This is a serious concern, as indigenous peoples are lagging behind in the achievement of the Millennium Development Goals and continue to face marginalization and exclusion. The Permanent Forum therefore recommends that UNDP allocate additional resources for projects that are focused on indigenous peoples’ issues and rights, including strengthening the regional programme in Asia and establishing new regional programmes in Latin America and Africa.

The Permanent Forum intends to make the formulation of an indigenous peoples’ development index, based on the human rights affirmed in the United Nations Declaration and international human rights instruments, a recurring part of its agenda. The Forum recommends that the United Nations Development Programme, especially its Human Development Report Office, and the Office of the United Nations High Commissioner for Human Rights assist the Forum in developing such an index, building on existing initiatives by indigenous peoples and United Nations agencies, and report thereon to the Forum at its fifteenth session

The Permanent Forum considers that the two-day high-level plenary meeting of the General Assembly known as the World Conference on Indigenous Peoples should be held in New York in September 2014, during the week leading up to the opening of the general debate, in order to encourage the highest level of participation of Member States, in particular Heads of State or Government, and with the full participation of indigenous peoples, heads of United Nations organizations, funds and programmes and non-governmental organizations.

The Permanent Forum also welcomes the launching by FAO, during the twenty-seventh session of its Technical Committee on Agriculture, in 2020, of the global hub on indigenous peoples’ food systems. It recommends that FAO continue to facilitate the work of the global hub. In addition, the Permanent Forum welcomes the White/Whipala paper on indigenous peoples’ food systems, which was drafted under the coordination of the global hub, and which has been accepted as one of the scientific papers that will serve to inform constituents at the Summit.
