The Permanent Forum urges the funds, programmes and specialized agencies to have a special focus on the implementation of the United Nations Declaration on the Rights of Indigenous Peoples and the system-wide action plan in a few designated countries in 2017 and 2018 and led by the United Nations resident coordinators. In selecting those countries for joint action, special attention should be given to countries that already are under focus, such as those that are carrying out voluntary national reviews for the high-level political forum on sustainable development, those that are under review by the Working Group on the Universal Periodic Review, those that are in the preparatory phases for a new United Nations Development Assistance Framework, or those in which a dialogue process between the State and the indigenous peoples is taking place.

The Forum takes note with appreciation of the focus and work of UN-Habitat, particularly regarding the ongoing study jointly initiated with the Office of the United Nations High Commissioner for Human Rights on indigenous peoples and the right to adequate housing, and recommends that UN-Habitat submit a report on the conclusions and recommendations of this study to the Forum at its fourth session, and that it participate in the dialogue.

Importantly, and in parallel with action plans, the Permanent Forum calls upon Member States to urgently provide adequate and appropriate support and resources for Indigenous Peoples’ languages, with a focus on Indigenous-led initiatives. That is especially crucial in circumstances in which the languages are critically endangered. When an Indigenous Peoples’ language becomes extinct, the richness of the ways of life and world views of Indigenous Peoples is lost, which is detrimental both to Indigenous Peoples and to the world.

The Permanent Forum once again reiterates its concern that reports developed and presented by many States on the implementation of the Millennium Development Goals and poverty reduction strategy papers still do not adequately include and address indigenous peoples, nor do they include their participation, and it therefore calls on States to rectify this situation and on United Nations agencies to support their efforts. Furthermore, the Forum encourages the United Nations Development Programme (UNDP) to integrate indigenous peoples’ issues into the global, regional, national and local human development reports, and in particular to include indigenous experts in preparing those reports and to guarantee that indigenous peoples’ issues are mainstreamed in them.

Indigenous Peoples are affected also by the legacy of forced evictions and relocations owing to the establishment by colonial powers of military bases and installations on their traditional lands and territories. The Forum encourages the Food and Agricultural Organization of the United Nations (FAO) to recognize the importance of and emphasize support for indigenous agricultural systems, including forestry, shifting cultivation, fisheries, livestock, pastoralism and hunting-gathering systems, and their associated biodiversity, foods, knowledge systems and cultures. It encourages FAO to promote the responsible use of culturally appropriate agricultural inputs and technology so as to protect the traditional livelihoods of indigenous peoples

The Permanent Forum recommends that the Statistical Commission and the United Nations Statistics Division use the System of Environmental-Economic Accounts in the development of a coherent and integrated set of indicators for monitoring the situation and well-being of indigenous peoples and the implementation of the United Nations Declaration on the Rights of Indigenous Peoples.
