The Permanent Forum takes note of the announcement by the World Bank concerning the establishment of an indigenous peoples advisory council. The Forum recognizes the need for dialogue and will take into consideration the proposal on the understanding that the objective of such an initiative will be to ensure the participation of indigenous peoples and that the final outcome will be full compliance of the Bank’s policies, guidelines and activities with the provisions of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum recommends that Member States actively engage with their indigenous peoples in both developed countries and developing countries, including indigenous women, indigenous youth and indigenous persons with disabilities, in developing key indicators on indigenous peoples, including for data disaggregation, to be included in the overall indicators for the post-2015 development agenda to be adopted in March 2016.

Alarmed at attempts to exclude indigenous peoples of Africa in the application of World Bank Operational Policy 4.10, the Permanent Forum recommends that the World Bank immediately initiate consultations with States and indigenous peoples in Africa as part of its safeguards policy review and ensure the application of safeguards to indigenous peoples of Africa, as directed by articles 19 and 41 of the Declaration.

Recalling the recommendation contained in the report of its fifteenth session (E/2016/43-E/C.19/2016/11, para. 52), the Permanent Forum urges States to take measures for settlement, protection and security in post-conflict areas and for the construction of durable and lasting peace, promoting the full and effective inclusion of indigenous peoples, including indigenous women, in any initiative for peace and reconciliation. The Forum also recommends that the Department of Political and Peacebuilding Affairs and indigenous peoples, including women and young people, consider indigenous peoples’ traditional conflict resolution systems for achieving durable and lasting peace.

The Permanent Forum welcomes the dialogues to support indigenous peoples’ preparations for the United Nations Food Systems Summit. The ongoing COVID-19 pandemic has highlighted the urgent need for the collection of disaggregated statistical data on the situation of indigenous peoples. Where such data are available, they have shown that the pandemic has affected indigenous peoples differently than other populations, requiring culturally appropriate approaches and solutions. The Permanent Forum reiterates its recommendation to Member States to collect and disseminate disaggregated statistical data on indigenous peoples, in close cooperation with indigenous peoples themselves, in order to support evidence-based policymaking and programming.

The Permanent Forum welcomes the lively and analytical dialogue that emerged from the half-day discussion on the African region and encourages the United Nations Development Group to facilitate further dialogue between States and indigenous peoples at the African continental level to foster better understanding of the United Nations Declaration on the Rights of Indigenous Peoples and the commitments to indigenous peoples that Member States have made. Within this framework, capacity-building at the national level should be enhanced.

The Permanent Forum recommends that FAO, in 2014, the International Year of Family Farming, organize and host an expert seminar on culture, food sovereignty and traditional livelihoods to feed into the post-2015 process. In accordance with article 16 of the United Nations Declaration on the Rights of Indigenous Peoples, indigenous peoples have the right to full freedom of expression, including the right to establish their own media in their own languages. The Permanent Forum is concerned that indigenous peoples of Latin America have been criminalized for the establishment of community radio stations and urges Member States to protect the rights of indigenous communicators
