Taking into account decision 22/16 of the Governing Council of UNEP, the Forum recommends that UNEP and relevant United Nations agencies and programmes hold consultations at the regional and national levels with indigenous peoples to examine this issue and prepare recommendations on possible further strengthening of the understanding of the link between environment and cultural diversity.

Throughout history, indigenous peoples have moved from place to place to find water, pastureland for their animals, and game; to trade goods from different ecological zones; and even to seek job opportunities in urban areas. Mobility restrictions both within and across State borders have affected indigenous peoples adversely, with the impact on pastoralist groups particularly severe in the context of their ability to access water and food. The Permanent Forum recommends that States implement specific measures to address the mobility needs of indigenous peoples, including through cooperation with neighbouring States, and that such efforts be made with the full free, prior and informed consent of the indigenous peoples affected.

The Permanent Forum invites the Working Group on the use of mercenaries as a means of violating human rights and impeding the exercise of the right of peoples to self-determination to conduct a study on the human rights abuses against Indigenous Peoples of the Sahel region by mercenaries and other non-State armed actors.

The Permanent Forum welcomes the invitation extended by the Russian Federation to hold a United Nations expert group meeting devoted to environmental and indigenous peoples’ issues in Khabarovsk, Russian Federation, in August 2007, and invites other States to follow its good example.
