The Permanent Forum welcomes the dialogues to support indigenous peoples’ preparations for the United Nations Food Systems Summit. The Forum requests Member States and the secretariat of the Summit to guarantee the participation of indigenous peoples at the Summit with a view to ensuring due reflection of indigenous peoples’ rights and issues in the relevant outcome documents.

The Permanent Forum recommends that a capacity-development component be included in UNDP projects that affect indigenous peoples. The Forum also recommends that the experience and knowledge of the Small Grants Programme of the Global Environmental Facility be utilized by other small-grant schemes and that a stronger link be developed between efforts to enhance the capacity of indigenous peoples’ organizations and UNDP efforts to enhance the participation of indigenous peoples in national policy processes

The ongoing COVID-19 pandemic has highlighted the urgent need for the collection of disaggregated statistical data on the situation of indigenous peoples. Where such data are available, they have shown that the pandemic has affected indigenous peoples differently than other populations, requiring culturally appropriate approaches and solutions. The Permanent Forum reiterates its recommendation to Member States to collect and disseminate disaggregated statistical data on indigenous peoples, in close cooperation with indigenous peoples themselves, in order to support evidence-based policymaking and programming.

The Permanent Forum welcomes the efforts of UNDP to endorse the political participation of indigenous peoples in Latin America and the Caribbean and its support in the preparation of the report on democracy and indigenous peoples in the region. The Permanent Forum recommends that the Secretary-General actively support the enhanced participation of indigenous peoples by participating in the General Assembly process, associated regional dialogues and meetings with the Temporary Committee for the Indigenous Coordinating Body for Enhanced Participation in the United Nations. Furthermore, the Permanent Forum urges Member States to consult with indigenous peoples nationally, regionally and internationally on enhanced participation and to provide financial support for related activities so as to ensure the full, effective, direct and meaningful participation of indigenous peoples in that process.

Recognizing that the Inter-Agency Support Group on Indigenous Issues will play a central role in coordinating efforts among United Nations agencies to translate the outcome document of the World Conference on Indigenous Peoples into meaningful change, the Permanent Forum requests that the Group ensure that its membership includes all United Nations agencies, funds and programmes, including specialized agencies. The Forum recommends that the United Nations Development Programme, the United Nations Population Fund and the Advisory Board of the United Nations Office for Partnerships and other relevant United Nations agencies take the measures necessary for addressing the special situation of indigenous peoples in developed countries.

The Permanent Forum wishes to express its thanks to the Government of Nicaragua for hosting its 2012 pre-sessional meeting. The Forum also thanks the Governments of Bolivia (Plurinational State of), Canada, China, Denmark, Greenland, Norway, Spain and the United States of America for having hosted the Forum’s previous pre-sessional meetings, and the Government of the Congo for offering to host the 2013 pre-sessional meeting. The Forum requests that the secretariat organize pre-sessional meetings for future sessions of the Forum and urges all Member States that have not considered hosting pre-sessional meetings of the Forum to do so.
