The Forum anticipates that the host country will do its utmost to assure the issuance in a timely manner of entry visas to members of the Forum and observers from non-governmental organizations, pursuant to article IV, section 11, of the Headquarters Agreement, in order to attend its sessions. The Forum also anticipates that other member States hosting United Nations meetings to which indigenous organizations are invited will also do their utmost to ensure the timely issuance of entry visas. The Forum further requests that consideration be given to the waivering of visa fees by host countries for applicants wishing to participate in the work of the Forum and related meetings and activities.

The Permanent Forum decides to appoint Kanyinke Sena, Mirna Cunningham and Bertie Xavier, members of the Permanent Forum, to conduct a study on indigenous peoples’ rights and safeguards in projects related to reducing emissions from deforestation and forest degradation (REDD+) and to report back to the Permanent Forum at its twelfth session, in 2013.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Permanent Forum calls on the organizers of the forthcoming meetings of Conference of the Parties to the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa to ensure the full and effective participation of indigenous peoples, virtually or in person, in the meetings that are to be organized later in 2021. The Forum encourages donors and civil society organizations to support indigenous peoples’ participation in these events.

The Permanent Forum recommends that the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the International Fund for Agricultural Development (IFAD) establish an institutional partnership with indigenous peoples so that they can fully participate in the monitoring and other mechanisms of UNESCO conventions and IFAD projects and programmes that are relevant to indigenous peoples. The Permanent Forum further recommends that UNESCO establish an advisory group of indigenous experts to provide advice.

The Permanent Forum thanks the United Nations Educational, Scientific and Cultural Organization (UNESCO) for its efforts as the lead United Nations agency for the 2019 International Year of Indigenous Languages. The Forum recommends that UNESCO prepare a strategic outcome document of the 2019 International Year. The Forum invites Member States to consider discussing the outcome document at the General Assembly.

The Permanent Forum has paid particular attention to the participation and representation of indigenous peoples in development processes, such as those related to the Millennium Development Goals, data collection and disaggregation, and urban indigenous peoples and migration. The Forum has recommended on numerous occasions that United Nations agencies, international financial institutions and other development actors change their paradigms and approaches to their work with indigenous peoples. This includes increased mainstreaming of indigenous peoples’ issues in their work, respect for the principle of free, prior and informed consent, recognition of collective rights, including treaty rights, and increased participation of indigenous peoples, including women, in programme design, implementation and monitoring.

The Permanent Forum acknowledges IFAD for the implementation of its policy on indigenous peoples and for selecting “Indigenous peoples’ food systems and sustainable livelihoods” as the theme of the second global meeting of the Indigenous Peoples’ Forum at IFAD. The Forum expects that IFAD will continue to strengthen its engagement with indigenous peoples in its future work by ensuring engagement at the country level through targeted programmes, capacity-building for indigenous peoples and project staff and the development of specific indicators on the well-being of indigenous peoples.
