The Permanent Forum recommends that the Joint United Nations Programme on HIV/AIDS, the United Nations Children’s Fund and other relevant United Nations entities collaborate with indigenous organizations in all regions to develop comprehensive guidelines, including best practices for culturally safe sex education by and for indigenous peoples. That type of comprehensive education may serve as an effective violence-prevention means.

The Permanent Forum encourages international financial institutions to establish policy mechanisms and programme frameworks requiring corporations to comply with the Guiding Principles on Business and Human Rights, which were unanimously endorsed by the Human Rights Council in 2011, in addition to the United Nations Declaration on the Rights of Indigenous Peoples, International Labour Organization Convention No. 169, the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination against Women.

During the United Nations Conference on Sustainable Development, the members of the Permanent Forum were not able to register as United Nations experts. Forum members attend many United Nations meetings where their specific status is not recognized. The Forum therefore recommends that Member States include Forum members as United Nations experts, not as part of major groups, in United Nations accreditation processes.

The Permanent Forum reiterates its concern that reports developed and presented by many States on the implementation of the Millennium Development Goals and poverty reduction strategy papers still do not adequately include and address indigenous peoples nor do they include their participation, and therefore calls on States to rectify this weakness and on United Nations agencies to support their efforts. While the Millennium Development Goals provide an important international framework for addressing extreme poverty and health and social outcomes, the Permanent Forum recommends that it is vital that further work be undertaken to ensure that the related programmes reflect full appreciation and respect for the rights and aspirations of indigenous peoples. This work should utilize the results of the workshops on indicators.

The Permanent Forum recommends that United Nations country teams in Asian countries with indigenous populations, in cooperation with indigenous peoples, formulate a matrix of indicators, benchmarks and milestones to assess the outcomes and results of their policies and programmes relevant to indigenous peoples. The Permanent Forum welcomes the important technical Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of Food Security of the Food and Agriculture Organization of the United Nations (FAO) and recommends that FAO and other agencies, in cooperation with indigenous peoples, organize a workshop on the implementation of these guidelines in order to strengthen indigenous peoples’ rights to land, territories and resources consistent with articles 25, 26, 41 and 42 of the Declaration.

6. The Permanent Forum congratulates the Food and Agriculture Organization of the United Nations (FAO) on the adoption of its policy on indigenous and tribal peoples and requests that FAO take measures towards the implementation of the policy at all levels, especially at the country level. Such measures include improving the capacity of FAO staff to work effectively with indigenous peoples and their organizations and establishing a mechanism for partnership. Further, the Permanent Forum requests that FAO involve it in the development of voluntary guidelines on the responsible governance of tenure of land, fisheries and forests. In addition, the Forum requests participation in the Committee on World Food Security and membership in the Committee’s advisory group.
