The Forum recommends that the United Nations system continue its advocacy work on indigenous connectivity in preparation for phase II of the World Summit on the Information Society, to be held in 2005, taking into account the Declaration of the Global Forum of Indigenous Peoples and the Information Society and the Programme of Action. The Forum supports and applauds the decision taken by the Summit to establish multi-stakeholder portals that allow communication between indigenous peoples at the national level.

The Permanent Forum recognizes the efforts made by UNFPA, the United Nations Children’s Fund and UN-Women and recommends that they continue to make efforts to implement the recommendation made by the Forum at its fifteenth session to develop a fact sheet on maternal and child health in indigenous communities (E/2016/43-E/C.19/2016/11, para. 38) and present the fact sheet to the Forum by 2018, so as to provide support for target 3.7 of the Sustainable Development Goals.

The Forum notes with concern the unsatisfactory implementation of the World Bank’s policy on indigenous peoples, as documented by many of the Bank’s internal reviews, most notably the 2011 internal review report and the 2010 report by the Independent Evaluation Group, Safeguards and Sustainability Policies in a Changing World. Strict adherence to safeguards of indigenous peoples’ rights is necessary. The Forum recommends that efforts be directed towards compliance machinery within the Bank, both up front, when dealing with projects and design and approval processes, and in post-project enforcement mechanisms.

States should recognize the rights of indigenous peoples to food and nutritional security and the sustainable production and consumption of healthy and nutritious foods by using appropriate sustainable technology. The Permanent Forum recommends that WHO and FAO, together with the Inter‑agency Support Group on Indigenous Peoples’ Issues, promote dialogue forums at the national and regional levels between government ministries and indigenous peoples to establish culturally relevant strategies for addressing the epidemiological risks and the food and environmental crises resulting from the pandemic, as well as for addressing access to justice and the safeguarding of indigenous peoples’ territorial control.

The Permanent Forum also recommends that WHO and the Pan American Health Organization (PAHO) engage in an intersessional round table on the pandemic with Forum members to ensure that ongoing mitigation planning and efforts are uniquely adapted to the needs of indigenous peoples, including by applying intercultural approaches to health, such as those applied by PAHO in the Americas.
