The Permanent Forum recommends that the Statistical Commission and the United Nations Statistics Division use the System of Environmental-Economic Accounts in the development of a coherent and integrated set of indicators for monitoring the situation and well-being of indigenous peoples and the implementation of the United Nations Declaration on the Rights of Indigenous Peoples.

Indigenous peoples have been a distinct constituency at the United Nations since 1977 and, with the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly in 2007, their inherent rights were affirmed as the international minimum standard. The Permanent Forum reiterates the position of the Special Rapporteur on the rights of indigenous peoples, namely that it is unacceptable to undermine the status and standing of indigenous peoples by combining or equating them with non-indigenous entities such as minorities, vulnerable groups or local communities. Such attempts, whether by States or United Nations entities, are not acceptable and will be challenged by indigenous peoples and those mandated to defend their rights. The Permanent Forum urges all United Nations entities and States parties to treaties concerning the environment, biodiversity and the climate to eliminate the use of the term “local communities” in conjunction with indigenous peoples, so that the term “indigenous peoples and local communities” would be abolished.

The Permanent Forum urges the funds, programmes and specialized agencies to have a special focus on the implementation of the United Nations Declaration on the Rights of Indigenous Peoples and the system-wide action plan in a few designated countries in 2017 and 2018 and led by the United Nations resident coordinators. In selecting those countries for joint action, special attention should be given to countries that already are under focus, such as those that are carrying out voluntary national reviews for the high-level political forum on sustainable development, those that are under review by the Working Group on the Universal Periodic Review, those that are in the preparatory phases for a new United Nations Development Assistance Framework, or those in which a dialogue process between the State and the indigenous peoples is taking place.

As consistently suggested during the dialogue with Member States, the Permanent Forum invites States to consider ways of addressing disputes between them and indigenous peoples. Suggestions included, among others, setting up independent conflict resolution mechanisms to resolve disputes between States and indigenous peoples (in accordance with article 27 of the Declaration and paragraph 21 of the outcome document of the World Conference on Indigenous Peoples), implementing the Forum’s recommendations for better addressing such disputes and increasing the involvement of indigenous peoples in decision-making processes.

The Permanent Forum calls on the entities of the United Nations system to collaborate with indigenous peoples in designing and implementing early warning systems to better ensure peace, security and good governance in their lands. That could include greater coordination between the Office of the Special Adviser on the Prevention of Genocide, the Office of the United Nations High Commissioner for Human Rights, the Committee on the Elimination of Racial Discrimination and indigenous peoples through their representative institutions.

The Permanent Forum requests the host country to promptly issue entry visas for its members, Indigenous Peoples and civil society observers, in accordance with article IV, section 11 of the United Nations Headquarters Agreement.3 In addition, the Permanent Forum encourages other Member States hosting United Nations meetings with Indigenous Peoples’ organizations to expedite visa processing. The Permanent Forum also suggests that host countries consider waiving visa fees for participants involved in the Permanent Forum’s work and associated events. Addressing these issues is essential for promoting accountability, responsibility and inclusiveness in Indigenous Peoples’ decision-making processes.

The Permanent Forum takes note with concern of the situation of indigenous peoples of the Sahel and other parts of Africa, where a number of factors, including climate change, are having a devastating impact on economic development and human security. The lack of recognition of the collective rights of these peoples has created fertile ground for their loss of territories and resources and the emergence of complex forms of conflict, including violent extremism. The Forum calls on the Working Group on Indigenous Populations/Communities in Africa of the African Commission on Human and Peoples’ Rights to prepare recommendations for the consideration of the African Union to address this situation, in partnership with the Economic Commission for Africa and other regional bodies.
