The Permanent Forum welcomes General Assembly resolution 65/198, by which it expanded the mandate of the United Nations Voluntary Fund for Indigenous Populations to facilitate the participation of indigenous representatives in meetings of the Human Rights Council and the human rights treaty bodies. With the large number of human rights violations that indigenous representatives bring to the Permanent Forum, it encourages indigenous representatives to take advantage of this opportunity.

The Permanent Forum recommends that all United Nations agencies concerned with water, including UNESCO and the International Hydrological Programme, UNICEF, WHO, UNDP, the United Nations Environment Programme and FAO, give full support to the planning, development and implementation of an indigenous world forum on water in order to give voice to the indigenous peoples’ perspective of protection and access to all sources of water and its sacred role in the indigenous context.

With regard to paragraph 139 of the report of the Permanent Forum on its sixth session, the Forum calls upon Governments, indigenous peoples organizations, regional administrations and local self-governance organs of the countries of the Arctic region to take an active part in the discussion on the Arctic region at the eighth session of the Forum. The Forum urges the Board of Trustees of the United Nations Voluntary Fund for Indigenous Populations to give special consideration to applications from indigenous participants from the Arctic region.

The Permanent Forum is concerned about the growing impacts of climate change and environmental degradation on the lives and livelihoods of indigenous peoples around the world. The Forum recommends that the International Organization for Migration and other relevant organizations provide technical cooperation and operational assistance to those Governments and communities planning organized migration management solutions for climate change and environmental refugees and migrants, giving priority, according to the principle of free, prior and informed consent, to the assisted voluntary resettlement and reintegration of those indigenous communities whose territories are no longer inhabitable.

The Permanent Forum recommends that Governments and States promote the creation of conditions for indigenous peoples that will enable them to maintain the forests in their traditional way and conserve their cultural identity, with priority accorded to indigenous peoples in voluntary isolation, strengthening their capacities and highlighting the value of ancestral knowledge related to native forests. The Forum further recommends that the traditional knowledge and traditional forest management practices and governance systems of indigenous peoples for the protection and use of their forests be recognized in all forest policies and climate-related forest initiatives.

The Permanent Forum reiterates its concern over environmental violence, in particular the pervasive impacts of such violence on indigenous women and girls. The Forum takes note with appreciation of the recommendations from the third International Indigenous Women’s Symposium on Environment and Reproductive Health, held at Columbia University in New York on 14 and 15 April 2018. The Forum recommends that members of the Inter-Agency Support Group on Indigenous Peoples’ Issues and the relevant special procedures of the Human Rights Council consider ways to address and incorporate the recommendations from that Symposium.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Permanent Forum expresses its appreciation to the United Nations Institute for Training and Research (UNITAR) for its training programme established to enhance the conflict prevention and peacebuilding capacities of indigenous peoples’ representatives, which has provided outstanding training for 270 indigenous representatives since 2000, and recommends that this important programme be supported henceforth through the regular budget of the United Nations.
