The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. The Forum takes note with satisfaction of the enhanced contributions of the United Nations system in its work, and recommends that the United Nations system, Governments, indigenous and other organizations further assist in the implementation and monitoring of the Forum’s recommendations and report to the Forum at its annual sessions. The Forum notes with appreciation the database of recommendations and their implementation status, as well as indicative time frames prepared by its secretariat, and recommends that the secretariat further develop this as a useful tool.

The Permanent Forum supports collaborations between indigenous groups and conservation organizations that bring together traditional and scientific knowledge holders to add the wealth of current and historical knowledge of indigenous peoples to the analysis of impacts of climate change and to mitigation solutions and adaptation strategies — recognizing and respecting the United Nations Declaration on the Rights of Indigenous Peoples and the provisions of article 8 (j) of the Convention on Biological Diversity.

The Permanent Forum welcomes General Assembly resolution 65/198, by which it expanded the mandate of the United Nations Voluntary Fund for Indigenous Populations to facilitate the participation of indigenous representatives in meetings of the Human Rights Council and the human rights treaty bodies. With the large number of human rights violations that indigenous representatives bring to the Permanent Forum, it encourages indigenous representatives to take advantage of this opportunity.

The Permanent Forum calls upon the Conference of the Parties and the secretariat of the United Nations Framework Convention on Climate Change to ensure that all reducing emissions from deforestation and degradation mechanism (REDD and REDD+) programmes and projects go through a full review, with the full and effective participation of Indigenous Peoples, to assess their validity. The parties to the Convention should adopt a grievance mechanism that allows Indigenous Peoples to identify and name non-State actors, corporations, United Nations entities, States and other organizations involved in setting up REDD programmes and projects that violate the rights of Indigenous Peoples.

With regard to paragraph 139 of the report of the Permanent Forum on its sixth session, the Forum calls upon Governments, indigenous peoples organizations, regional administrations and local self-governance organs of the countries of the Arctic region to take an active part in the discussion on the Arctic region at the eighth session of the Forum. The Forum urges the Board of Trustees of the United Nations Voluntary Fund for Indigenous Populations to give special consideration to applications from indigenous participants from the Arctic region.

As consistently suggested during the dialogue with Member States, the Permanent Forum invites States to consider ways of addressing disputes between them and indigenous peoples. Suggestions included, among others, setting up independent conflict resolution mechanisms to resolve disputes between States and indigenous peoples (in accordance with article 27 of the Declaration and paragraph 21 of the outcome document of the World Conference on Indigenous Peoples), implementing the Forum’s recommendations for better addressing such disputes and increasing the involvement of indigenous peoples in decision-making processes.
