The Permanent Forum encourages FAO to continue supporting indigenous peoples’ organizations in the field of communication for development. In particular, the Permanent Forum recommends that FAO continue to provide support for indigenous peoples’ communication platforms and their activities in the field of participatory territorial development and community-based adaptation to climate change. The Permanent Forum recommends that other United Nations agencies and donors join FAO in that important task and strengthen the reporting and monitoring mechanisms about indigenous peoples’ right to communication as a condition towards free and informed prior consent and self-determined development.

Urgent transformational actions by States and other development actors for Indigenous Peoples must be based on a human rights framework enabling the identification of the root causes of inequality and providing mechanisms to tackle systemic discrimination and racism and must contribute to reforming discriminatory laws and policies and strengthening the accountability of States, including ensuring democratic space for all.

The Permanent Forum recommends that an appropriate form of coordination should be explored between the Committee of Experts and the Forum regarding the implementation of ILO Convention No. 169. The Permanent Forum reiterates the need for a mechanism of coordination to also be established between the ILO supervisory mechanisms and indigenous peoples, which may include the establishment of an ad hoc committee consisting of indigenous representatives or experts.

The Forum encourages the World Bank to ensure the full and effective participation of indigenous peoples in the formulation of the forthcoming indigenous peoples' guidebook and any revision to the operational policy BP 4.10 on indigenous peoples. The policy and practice of the World Bank and other multilateral development banks should be consistent with internationally recognized human rights of indigenous peoples. The results of the International Expert Workshop on Methodologies regarding Free, Prior and Informed Consent should serve as a guide to the World Bank in its practices pertaining to indigenous peoples

The Permanent Forum greatly welcomes the new global indigenous peoples’ partnership initiative that UNDP is developing with the International Labour Organization (ILO) and OHCHR to promote the United Nations Declaration on the Rights of Indigenous Peoples and ILO Convention No. 169. The Permanent Forum expresses its solidarity with the families of 43 trainee teachers of Ayotzinapa, Guerrero, Mexico, who have been missing since 26 September 2014, and supports their efforts to seek justice. The Forum also welcomes and acknowledges the steps taken thus far by the Government of Mexico to resolve this disappearance, and encourages the Government to continue its efforts in collaboration with the Inter-American Commission on Human Rights and in close consultation with the relevant indigenous peoples and families.
