The Forum recommends that the United Nations and Member States recognize the cultural rights of indigenous peoples which include the rights to organize oneself freely and to administer one’s own cultural, sports, social and religious institutions. For this purpose, the Forum encourages the United Nations and the relevant specialized agencies to consider establishing an international centre for multicultural and multiracial studies.

The Permanent Forum encourages the African Governments and the intergovernmental agencies to intensify dialogue among themselves under the supervision of the African Union, more precisely within the African Commission on Human and Peoples' Rights, with special emphasis on poverty eradication based on the free, prior and informed consent of indigenous peoples.

The Permanent Forum has paid particular attention to the significant increase in the infrastructure budget of the World Bank, from $15 billion to $45 billion in 2009, for the primary economies of developing States. The implications of this development in relation to the respect and protection of indigenous peoples’ rights have to be clearly understood, and the imperative of getting the free, prior and informed consent of indigenous peoples affected by infrastructure projects has to be guaranteed. The Forum also urges the World Bank to provide additional operational budget to manage this large increase in infrastructure spending. The Permanent Forum reiterates its previous recommendations that the World Bank revise its operational safeguard policies to be consistent with the provisions of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum encourages Member States, in cooperation with United Nations agencies, to develop social policies that will enhance the production of indigenous peoples’ traditional foods and promote the restoration or recovery of lost drought-resistant indigenous food varieties to ensure food security. In this context, the Forum recommends that Burkina Faso, Mali and the Niger, as well as United Nations agencies such as FAO, IFAD and the Office for the Coordination of Humanitarian Affairs, establish a committee, in full consultation with and with the participation of indigenous peoples, aimed at preventing food crises in the sub Saharan region where indigenous peoples reside. The committee’s objective should be to prevent humanitarian disasters and, in particular, to prevent starvation at the same level as the disaster that struck the region in 1973.

The Permanent Forum commends States for recognizing the collective rights of indigenous peoples to lands, territories and resources and at the same time urges them to take immediate steps for the implementation of those rights through programmes for mapping, titling or other actions and legislative reforms. The Forum urges States to report to it by its twentieth session on steps taken in that regard.

The Permanent Forum invites the General Assembly to consider the creation of a distinct United Nations voluntary fund for indigenous youth or the earmarking of existing and future funds to increase and enhance the direct participation of indigenous youth at the United Nations. Furthermore, the Forum encourages every State Member of the United Nations to make multi-year voluntary contributions to such existing and/or future funds.

Special attention should be paid to indigenous peoples at the High-level Dialogue on International Migration and Development to be held during the sixty-first session of the General Assembly in New York on 14 and 15 September 2006. Given that indigenous peoples are closely tied to their communities, the impact exerted by their migration is often broader than that exerted by individual migration. In particular, indigenous migration affects the collective rights of indigenous communities and accordingly has consequences for entire communities.

The Permanent Forum welcomes the legal reforms and policies carried out in some States to recognize the right of indigenous peoples to food and food sovereignty. It would also like to encourage the remaining States to take the steps towards its recognition. The Permanent Forum encourages States to take positive actions to facilitate the capacity of indigenous peoples to strengthen traditional food systems, such as formally recognizing and demarcating indigenous territories to enable them to carry out productive food activities, in accordance with article
8 (2) (b) of the Declaration, which prohibits States from any action that has the aim or effect of dispossessing indigenous peoples of their lands, territories or resources.

The Permanent Forum recommends that FAO, in 2014, the International Year of Family Farming, organize and host an expert seminar on culture, food sovereignty and traditional livelihoods to feed into the post-2015 process. The Permanent Forum deems it urgently necessary for UNDP to develop a deeper understanding of indigenous peoples’ world views. This requires, inter alia, that UNDP enhance its own capacity in the area of the human rights of indigenous peoples by having, at least, one full-time adviser on indigenous peoples’ rights. This adviser should be an indigenous professional who has experience working in or with indigenous organizations. The Permanent Forum further recommends that UNDP establish internal mechanisms to monitor and ensure compliance with its own programmes and operations policies and procedures related to indigenous peoples’ rights. The UNDP Liaison Committee on Indigenous Peoples’ Issues, in collaboration with the Permanent Forum, should develop a system to receive concerns from indigenous peoples and ensure the application of the internal policies and procedures of UNDP.
