The Permanent Forum acknowledges the project of the Organization for Economic Cooperation and Development (OECD), entitled “Linking indigenous peoples with regional development”, which involves indigenous leaders and communities in Australia, Canada and Sweden, and encourages OECD and its member States to expand the project.

Recognizing the progress made, and building on the recommendations made in
its report on its first session, the Forum provides the following advice and recommendations:
(a) Encourages United Nations bodies whose activities have an impact on indigenous children and youth, including, but not limited to, the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Food and Agriculture Organization of the United Nations (FAO), the International Labour Organization (ILO), the United Nations Development Programme (UNDP), the United Nations Development Fund for Women (UNIFEM), the United Nations Population Fund (UNFPA) the United Nations Human Settlements Programme (UN-Habitat), and the Department of Public Information of the United Nations Secretariat, to report regularly to the Forum. The reports should contain detailed information on and assess the progress made within programmes directed at, affecting and relating to indigenous adolescents.
(b) Reiterates its recommendation that the United Nations Childrens Fund (UNICEF), as the United Nations nodal agency on children:
Present a comprehensive report to the Forum on an annual basis, including budgetary allocations and an assessment of their impact, including details of all its initiatives undertaken in collaboration with other specialized bodies of the United Nations system relating to indigenous children and those undertaken at the international or regional levels, as well as country initiatives, where applicable; Provide information from the multi-indicator cluster survey being globally undertaken by UNICEF, disaggregating data on the antenatal health, birth, registration, immunization and early childhood development of indigenous children.

The Permanent Forum on Indigenous Issues has examined the collective and individual proposals submitted by indigenous organizations, representatives of the United Nations system and Member States in order to follow up the recommendations contained in its report on its second session, in particular those contained in chapter I, section B, paragraphs 93, 103 and 105 of the report.

The Permanent Forum also welcomes the recent adoption of the United Nations Development Group guidelines for indigenous peoples’ issues, which will bring the United Nations normative framework on indigenous peoples to the field level and contribute to the implementation of the goals and objectives of the Decade and of the United Nations Declaration on the Rights of Indigenous Peoples. The Forum encourages the United Nations system to support the Guidelines with a programme of action and calls upon the donor community to provide resources to that effect. The Forum also calls upon the Inter-Agency Support Group on Indigenous Issues to review and revise the Guidelines in light of the adoption of the Declaration.

Special emphasis should be placed by States on the involvement of city and local government authorities in engaging and supporting young indigenous people to achieve the Millennium Development Goals at the local level. Priorities for local authorities should include the creation of local youth councils with the participation of indigenous youth in decision-making, the provision of meeting spaces for young people to gather and coordinate projects, develop youth leadership, support for youth artistic and cultural expression, promotion of sport for development and peace and access to information and communication technologies

It is also vital that Governments recognize indigenous peoples’ institutions, especially their representative institutions. These institutions help promote and protect the cultures, livelihoods, identities and languages of indigenous peoples and other essential elements of their lives. These institutions should be supported and strengthened as essential elements of diverse and multicultural States. The Permanent Forum notes that many Governments already recognize indigenous peoples’ representative institutions at the municipal and national levels. However, they are not yet recognized at the international level.

The Permanent Forum welcomes the decision 2009/250 of the Economic and Social Council on a proposed amendment to the Single Convention on Narcotic Drugs of 1961 as amended by the 1972 Protocol, related to the traditional use of the coca leaf. The Forum recommends that Member States support this initiative, taking into account articles 11, 24 and 31 of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum notes the organization of preparatory meetings for indigenous youth for its sixteenth session, including the Global Indigenous Youth Caucus meeting hosted by the Food and Agriculture Organization of the United Nations (FAO). The Forum recommends that this practice be scaled up in 2018, with representative participation of indigenous youth through indigenous peoples’ organizations from all regions, and invites FAO to report on progress achieved to the Forum at its seventeenth session.

The Forum urges Governments, in addressing economic and social development issues, to make efforts to adopt general strategies that include considerations for the needs and rights of indigenous peoples in the policies, laws and administrative issues that affect them, and they should include participation and consultations with indigenous peoples. Governments should also consider implementing special policies directed to employment creation for indigenous peoples, facilitating access to credit and the creation of small and medium-sized businesses.

The Permanent Forum recommends that Member States, the Open Working Group on Sustainable Development Goals and the United Nations system ensure that the processes relating to the definition of the development agenda beyond 2015 are formulated in accordance with the objectives of sustainable development, as defined in the Indigenous Peoples’ International Declaration on Sustainable Development and Self-Determination, adopted by the Indigenous Peoples’ International Conference on Sustainable Development and Self-Determination, held in Rio de Janeiro, Brazil, in 2012, and also recommends that culture be affirmed as the fourth pillar of sustainable development.

The Permanent Forum recommends that international financial institutions unequivocally acknowledge the collective right of indigenous peoples to their lands, territories and resources in their safeguard policies and in all development project contexts (not merely in exceptional circumstances). Banks should not support any projects that affect indigenous peoples without prior recognition of and effective guarantees for their collective rights to own, control and manage their lands, territories and resources.
