The Permanent Forum recommends that relevant States recognize indigenous peoples’ right to prior, free and informed consent and provide support mechanisms for involuntarily displaced indigenous peoples to be able to return to their original communities, including appropriate forms of repatriation, compensation and restitution and provision for the sustainable livelihoods of those peoples.

The Permanent Forum recommends that FAO, in 2014, the International Year of Family Farming, organize and host an expert seminar on culture, food sovereignty and traditional livelihoods to feed into the post-2015 process. The Permanent Forum reiterates the call, made at its tenth session, to United Nations agencies and funds to conduct and support regional and international human rights training programmes aimed at building the capacity and advocacy skills of indigenous youth. Furthermore, the Forum recommends the use of social media, youth forums and other popular cultural forms of communication to disseminate information and training material on the rights of indigenous youth and to facilitate consultation processes at the national and international levels.

The Permanent Forum commends UNFPA for its financial and technical support for strengthening national capacity for censuses, surveys and needs assessments, and for its focus on the 2010 round of censuses, the results of which will be critical for assessing progress towards the Millennium Development Goals. The Permanent Forum recommends that UNFPA vigorously promote the inclusion of indigenous peoples in the 2010 round of censuses, particularly in cases where Governments may seek to avoid questions pertaining to indigenous peoples.
