The Permanent Forum recommends that the President of the sixty-eighth session of the General Assembly, in the selection of co-chairs and other members of the two plenary meetings, the three interactive round-table discussions and the one interactive panel discussion during the World Conference, in addition to the informal interactive hearing to be held before June 2014, apply the criteria of regional representation of indigenous peoples; gender balance; inclusion of indigenous elders and youth; and inclusion of indigenous persons with disabilities. The Forum offers its assistance in identifying potential co-chairs and other members.

The Permanent Forum recommends that the World Bank brings its policy on indigenous peoples (OP 4.10) into full compliance with the United Nations Declaration on the Rights of Indigenous Peoples. The Forum attaches particular importance to the need for the Bank to adopt the standard of free, prior and informed consent and, in general, to institutionalize and operationalize an approach based on human rights. The Forum reiterates its recommendation, made at its twelfth session that the emerging instruments of the Bank and other agencies must be harmonized with the Declaration, which is regarded as a reflection of the minimum human rights standards necessary for the promotion and protection of indigenous peoples, nations and communities. Such instruments should be consistent with or exceed those minimum standards. The Forum underlines the need for the Bank’s operational policies to use language that is consistent with the Declaration.

The Permanent Forum welcomes the initiation of a national dialogue to discuss and achieve key constitutional reforms in the field of justice in Guatemala, and encourages the recognition of indigenous justice systems. The Forum urges Guatemala and the private sector, in addition to the World Bank and other international economic institutions, to acknowledge that serious efforts require structural economic and social reforms rather than rapid growth of gross domestic product in order to reverse widespread and growing poverty among the indigenous peoples of Guatemala. Such crucial reforms must ensure more equitable distribution and access to traditional lands for the indigenous peoples of Guatemala, consistent with the rights affirmed in the United Nations Declaration, and on the basis of respect for and legal recognition of their collective rights, including their self-determined development. Furthermore, the Forum calls upon Guatemala to reinforce the effective and full implementation of the Peace Accords.

The Permanent Forum takes note of the under the auspices of a steering committee consisting of the Women's Refugee Commission, Equality Now, Equal Rights Trust, Tilburg University, the Office of the United Nations High Commissioner for Refugees and the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women). The Forum therefore calls upon those Member States whose constitutional provisions and legislation require review, as a matter of urgency, to support this global campaign, consistent with the Declaration and the rights of indigenous women highlighted in articles 21 and 22. The Permanent Forum acknowledges the Fund’s country strategic opportunities programmes as an important instrument for actively focusing on indigenous issues at the national level. The Permanent Forum recommends that IFAD construct mechanisms to secure the complementary use of the national operative planning instruments and the new institutional policy on engaging with indigenous peoples. The alignment of those instruments with the future institutional policy on indigenous issues is important for the mainstreaming of indigenous peoples’ issues within IFAD.

The Permanent Forum recommends that the Inter-agency Support Group on Indigenous Peoples’ Issues convene an international technical expert seminar on indicators of the well-being of indigenous peoples to discuss indicators that could be used in monitoring the situation of indigenous peoples and the implementation of the United Nations Declaration on the Rights of Indigenous Peoples. Furthermore, the Forum recommends that relevant United Nations bodies and agencies, States and indigenous peoples conduct assessments of the extent to which they have advanced the recommendations of the Forum on indigenous women, utilizing the framework of the Declaration, as set out by the International Indigenous Women’s Forum. Action for the immediate implementation of these recommendations is required by all.

The Permanent Forum calls upon Governments to establish permanent, open and inclusive mechanisms for consultation, participation and representation of indigenous peoples in local, regional, national and international processes and bodies relating to the Sustainable Development Goals. It also calls upon Governments to allocate adequate resources towards implementation of plans that include indigenous peoples, as well as to ensure data disaggregation on the basis of indigenous identifiers.
