Furthermore, based on this plan and considering the contributions of FAO to the fight for the eradication of hunger and food insecurity and the implementation of sustainable agriculture and rural development, as well as the FAO contribution to indigenous rights through the adoption of the international treaty on genetic resources and the voluntary guidelines on the right to food, the Forum recommends that FAO consider the development of operational guidelines on indigenous peoples and a framework tool for the promotion of indigenous rights and sustainable rural development in the framework of the goals that emerged from the World Food Summit and the World Food Summit five years later, as well as those that emerged from other international conferences, summits and conventions which are relevant to indigenous peoples

The Permanent Forum encourages FAO and other relevant agencies to favour and promote in member countries the acknowledgement and improvement of land tenure legal frameworks to recognize indigenous peoples’ land rights. The Forum recommends that FAO and other relevant United Nations agencies support activities for participatory delimitation and titling where the legal framework recognizes indigenous land rights. FAO should pay special attention to indigenous peoples’ customary laws regarding land.

Considering their impact on the sexual health and reproductive rights of indigenous peoples, the Permanent Forum calls, in paragraph 62 of the report, for “a legal review of United Nations chemical conventions, in particular the Rotterdam Convention, to ensure that they are in conformity with international human rights standards, including the United Nations Declaration on the Rights of Indigenous Peoples and the Convention on the Rights of Persons with Disabilities”.

The Permanent Forum recommends that the WHO incorporate indigenous peoples’ cultures into the social determinants of health policies. The Permanent Forum urges WHO to review, update and expand its policy on indigenous peoples’ health. The Permanent Forum invites WHO to contribute to the work of the Permanent Forum at its twenty-second session on the health of indigenous peoples.

The Permanent Forum recommends that States and the United Nations system, with particular attention to the activities of the United Nations Children’s Fund (UNICEF) and the World Health Organization (WHO), introduce indigenous youth perspectives into existing youth policies and plans, including the five-year action agenda of the Secretary-General to address health issues. In addition, there should be a distinct focus on indigenous youth by improving participation in decision-making and by introducing and including mental health services for young people, with particular efforts to address suicide among indigenous youth.

The Forum recommends that a world conference on indigenous peoples in the information society be organized on the occasion of the World Summit on the Information Society (10-12 December 2003), in close cooperation with interested Governments and NGOs. It is recommended that the assistance of the secretariat of the Summit be provided for the organization of such an event. The Forum recommends that a written report on indigenous peoples in the information society be addressed by the focal point of the Forum, Mr. Matias, to the preparatory committee for the Summit before 31 August 2003.

The Permanent Forum recalls the many recommendations that call for statistics on indigenous health. Data collection and disaggregation remain a challenge. In particular, the delivery of health care in rural and remote areas remains a major obstacle to the right to health. In addition, there remains an urgent need for more indigenous health professionals, mental health services and programmes addressing non-communicable diseases and reproductive health. In particular, the Forum reaffirms the recommendation of the eighth session that an expert group meeting on sexual health and reproductive rights be held.

The Permanent Forum urges Member States and funds, programmes and specialized agencies of the United Nations system to implement action to reduce maternal mortality among indigenous women. The Forum recommends that the United Nations Population Fund, the United Nations Children’s Fund and the United Nations Entity for Gender Equality and the Empowerment of Women publish a factsheet, in collaboration with the Forum, on indigenous women’s maternal mortality and maternal health, with the aim of reducing maternal mortality and promoting sexual and reproductive health.
