The Permanent Forum recommends that the International Labour Organization (ILO) continue to work with the Forum, United Nations agencies, financial institutions, bilateral donors and other interested parties to further the inclusion of indigenous peoples’ rights in high-level development policies and poverty reduction strategy papers, such as by raising indigenous peoples’ issues with the Organization for Economic Cooperation and Development and its related Development Assistance Committee.

The Permanent Forum recommends that agencies, funds and programmes of the United Nations system, in collaboration with indigenous peoples ’ organizations, monitor the high levels of global violence and threats directed at indigenous women human rights defenders. The Forum calls for an immediate halt to the criminalization,
incarceration, intimidation, coercion and assassination of, and death threats to, all indigenous human and environmental rights defenders.

The Permanent Forum notes that, over the course of the global COVID-19 pandemic, opportunities for consultations and participation in decision-making have increasingly moved online. Although in-person meetings and interaction should always be the preferred option, on-line consultations and decision-making present opportunities for enhanced participation. However, these online options expose existing inequalities and a digital divide that is especially detrimental to the participation of indigenous peoples in many parts of Africa, Latin America, the Pacific and in rural areas around the world. Recognizing that virtual dialogues, consultations and other events will continue beyond the pandemic, the Forum emphasizes that existing mechanisms to support the participation of indigenous peoples in processes that affect them must adapt to this new environment and support the online participation of indigenous peoples. This includes purchasing data packages and facilitating access to electricity and necessary hardware and in-country travel to gain access to stable Internet connections. The Forum notes that current administrative processes of the United Nations do not facilitate such participation and therefore requests that the Secretary-General instruct relevant United Nations entities to make the necessary arrangements as a matter of urgency.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Forum recommends that the United Nations system continue its advocacy work on indigenous connectivity in preparation for phase II of the World Summit on the Information Society, to be held in 2005, taking into account the Declaration of the Global Forum of Indigenous Peoples and the Information Society and the Programme of Action. The Forum supports and applauds the decision taken by the Summit to establish multi-stakeholder portals that allow communication between indigenous peoples at the national level.

The Permanent Forum recommends that the co-chairs of the Open Working Group on Sustainable Development Goals invite members of the Forum and representatives of indigenous peoples, including indigenous women, youth and persons with disabilities, to participate in the dedicated meeting that the co-chairs intend to convene later in 2013 in order to have a comprehensive dialogue and interaction with indigenous peoples.

The Forum notes with concern the unsatisfactory implementation of the World Bank’s policy on indigenous peoples, as documented by many of the Bank’s internal reviews, most notably the 2011 internal review report and the 2010 report by the Independent Evaluation Group, Safeguards and Sustainability Policies in a Changing World. Strict adherence to safeguards of indigenous peoples’ rights is necessary. The Forum recommends that efforts be directed towards compliance machinery within the Bank, both up front, when dealing with projects and design and approval processes, and in post-project enforcement mechanisms.
