The Permanent Forum takes note of the determination of IFAD — for which it congratulates the Fund — to identify indigenous peoples as a specific target group within the agency’s strategic framework, which, in a significant way, has consolidated and legitimized indigenous peoples’ issues in its work with its partners, other organizations and States. The Permanent Forum finds that identifying indigenous peoples as a specific target group is a standard-setting approach, to be duplicated by the United Nations and other international agencies. It is recommended that IFAD maintain its strong focus on indigenous peoples’ issues in the formulation of the new institutional strategic framework, which is due to commence soon.

The Permanent Forum welcomes the legal reforms and policies carried out in some States to recognize the right of indigenous peoples to food and food sovereignty. It would also like to encourage the remaining States to take the steps towards its recognition. The Permanent Forum encourages States to take positive actions to facilitate the capacity of indigenous peoples to strengthen traditional food systems, such as formally recognizing and demarcating indigenous territories to enable them to carry out productive food activities, in accordance with article
8 (2) (b) of the Declaration, which prohibits States from any action that has the aim or effect of dispossessing indigenous peoples of their lands, territories or resources.

The Permanent Forum urges that discussions at the forthcoming summit to renew the Amazon Cooperation Treaty Organization, scheduled to be held in Brazil in August 2023, fully involve Indigenous Peoples from the Amazon region in determining a road map that addresses their situation, including cross-border illegal activities and organized crime.

The Permanent Forum recommends that Member States and the United Nations system involved in the processes leading to the development agenda beyond 2015 make concerted and targeted efforts to reach out to, and engage in a truly inclusive process with, indigenous peoples, including indigenous women, youth and persons with disabilities, to ensure that their rights and priorities are included in all processes relating to the definition of the themes and priorities for the post-2015 development agenda and of the sustainable development goals.

The Permanent Forum hails the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly. The 13th of September 2007 is a historic day for the United Nations, indigenous peoples and States and marks the beginning of a new era of renewed partnerships for the promotion and protection of the human rights of all indigenous peoples and each indigenous person around the world. The Forum notes its new responsibility under the Declaration and pledges its commitment to making it a living document throughout its work. The Forum thus invites the international community as a whole, States, indigenous peoples, non-governmental organizations, the private sector, academia and the media to promote the Declaration and apply it in their policies and programmes for the improvement of indigenous peoples’ well-being around the world

The continuing denial of indigenous peoples’ rights to lands, territories and resources, based upon various racist doctrines, theories and policies, including on lands occupied or otherwise used, historically and currently, by them, has led, among others, to their eviction from their lands and the erosion of their hunting and other traditional occupations and lifestyles, thereby threatening their very survival and well-being as peoples. It is necessary to ensure that bans, such as on hunting and other traditional livelihoods, do not infringe upon the rights of indigenous peoples.

The Permanent Forum urges States to prepare reports on the actions taken to address the recommendations of all United Nations special rapporteurs, in particular the Special Rapporteur on the rights of indigenous peoples, especially the recommendations made at the conclusion of country visits, and encourages States to monitor their progress in this regard, in collaboration with indigenous peoples, United Nations country teams and all other relevant parties. Furthermore, the Forum reiterates that national human rights institutions are encouraged to assist indigenous peoples, the Special Rapporteur on the rights of indigenous peoples and the Permanent Forum in the implementation of the Declaration.

With regard to the development of national action plans, as committed to by Member States at the World Conference on Indigenous Peoples, the Permanent Forum welcomes the adoption by the Government of El Salvador of a national action plan and encourages its full and effective implementation. The Forum strongly urges other States to follow this good practice and develop their own national action plans for the full implementation of the Declaration. The Forum also encourages States to review recommendations made at past sessions, renew efforts at their implementation and report on progress made by 2021. The Forum invites the United Nations system to support the efforts of Member States in this regard.
