The Permanent Forum welcomes the study to examine challenges in the African region to protecting traditional knowledge, genetic resources and folklore prepared by Paul Kanyinke Sena (E/C.19/2014/2), acknowledges the support provided by the WIPO secretariat towards the completion of that study and, in this regard, calls upon the WIPO secretariat to extend its outreach and awareness-raising activities in respect of indigenous peoples, with a particular focus on African indigenous peoples so as to increase their awareness of WIPO processes, and to further develop culturally appropriate training and capacity-building materials for indigenous peoples consistent with article 41 of the Declaration.

The Permanent Forum takes note of the UNDP Global Programme for Electoral Cycle Support initiative, with its focus on indigenous women and youth in Latin America, and appreciates the contributions provided by donors to ensure the success of the initiative. The Forum recommends that Member States, UN-Women and UNICEF provide financial support for this important initiative for indigenous women and youth.

The Permanent Forum welcomes the United Nations Development Group guidelines on indigenous peoples’ issues, and encourages United Nations agencies to actively disseminate, promote and implement those guidelines, particularly among their country offices. In that regard, the Forum urges the Development Group to give priority to the promotion, use and implementation of the United Nations Declaration on the Rights of Indigenous Peoples as the most universal, comprehensive and fundamental instrument on indigenous peoples’ rights, and to fully reflect this in the next edition of the Group’s guidelines. The Forum also recommends that donor agencies consider providing financial assistance to implement the guidelines.

The Permanent Forum recommends that the accreditation, including of indigenous nations, councils, parliaments and Governments, as well as traditional governments, for the preparatory conferences and the World Conference reflect the principle of full and effective and direct participation of indigenous peoples, as set forth in articles 18 and 41 of the Declaration, building upon the established practice of accreditation and inclusive participation followed in other United Nations processes related to indigenous peoples.

The Permanent Forum takes notes of the recent publication of the adolescent-friendly version of the United Nations Declaration on the Rights of Indigenous Peoples by UNICEF, the Forum and the Global Indigenous Youth Caucus. The Forum recommends that UNICEF, Member States and indigenous peoples translate this publication into all languages, in particular indigenous languages. The Forum also recommends that Member States, indigenous peoples and others use this publication in the curricula of studies of indigenous and non-indigenous youth.

Indigenous peoples have been a distinct constituency at the United Nations since 1977 and, with the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly in 2007, their inherent rights were affirmed as the international minimum standard. The Permanent Forum reiterates the position of the Special Rapporteur on the rights of indigenous peoples, namely that it is unacceptable to undermine the status and standing of indigenous peoples by combining or equating them with non-indigenous entities such as minorities, vulnerable groups or local communities. Such attempts, whether by States or United Nations entities, are not acceptable and will be challenged by indigenous peoples and those mandated to defend their rights. The Permanent Forum urges all United Nations entities and States parties to treaties concerning the environment, biodiversity and the climate to eliminate the use of the term “local communities” in conjunction with indigenous peoples, so that the term “indigenous peoples and local communities” would be abolished.

The Permanent Forum welcomes the report on the International Workshop on Perspectives of Relationships between Indigenous Peoples and Industrial Corporations, organized jointly by the Administration of the Yamalo-Nenets Autonomous Region, the Russian Association of Indigenous Peoples of the North, Siberia and the Far East, and the secretariat of the Permanent Forum on Indigenous Issues, with support from the Public Chamber of the Russian Federation, held in Salekhard, Russian Federation, on 2 and 3 July 2007, and calls upon States to fully support and accept the recommendations contained in the report.
