The Permanent Forum is concerned by the high number of indigenous children being removed from their families and placed into public social care, in particular in developed countries. In this regard, the Forum noted with satisfaction the Expert Mechanism’s engagement on the rights of the indigenous children. The report of the Expert Mechanism on the indigenous child will be discussed at its forthcoming session, in July 2021.

The Permanent Forum welcomes the dialogues to support indigenous peoples’ preparations for the United Nations Food Systems Summit. The Forum requests Member States and the secretariat of the Summit to guarantee the participation of indigenous peoples at the Summit with a view to ensuring due reflection of indigenous peoples’ rights and issues in the relevant outcome documents.

The Permanent Forum recommends that a capacity-development component be included in UNDP projects that affect indigenous peoples. The Forum also recommends that the experience and knowledge of the Small Grants Programme of the Global Environmental Facility be utilized by other small-grant schemes and that a stronger link be developed between efforts to enhance the capacity of indigenous peoples’ organizations and UNDP efforts to enhance the participation of indigenous peoples in national policy processes

The Forum expresses its appreciation to the Inter-Agency Support Group for its contribution to its work during its third session and in-between sessions, as well as for the documents provided to the Forum. The Forum also expresses its appreciation for the attendance of the session by representatives of the United Nations agencies, funds and programmes, renews its invitation to the United Nations system to continue to attend its sessions, and expresses the hope that this constructive engagement will continue.

The ongoing COVID-19 pandemic has highlighted the urgent need for the collection of disaggregated statistical data on the situation of indigenous peoples. Where such data are available, they have shown that the pandemic has affected indigenous peoples differently than other populations, requiring culturally appropriate approaches and solutions. The Permanent Forum reiterates its recommendation to Member States to collect and disseminate disaggregated statistical data on indigenous peoples, in close cooperation with indigenous peoples themselves, in order to support evidence-based policymaking and programming.

The Permanent Forum welcomes the efforts of UNDP to endorse the political participation of indigenous peoples in Latin America and the Caribbean and its support in the preparation of the report on democracy and indigenous peoples in the region. The Permanent Forum is concerned about reports of UNDP entering into a strategic partnership with the oil company GeoPark, a private entity that has been accused by indigenous communities of disregarding their rights, to carry out economic development activities in Colombia without the free, prior and informed consent of the indigenous communities that will be affected. This partnership contradicts standard 6 (indigenous peoples) of the UNDP social and environmental standards, and the Forum urges UNDP to suspend all related partnership activities until a proper free, prior and informed consent process can be carried out.

Recognizing that the Inter-Agency Support Group on Indigenous Issues will play a central role in coordinating efforts among United Nations agencies to translate the outcome document of the World Conference on Indigenous Peoples into meaningful change, the Permanent Forum requests that the Group ensure that its membership includes all United Nations agencies, funds and programmes, including specialized agencies. The Forum recommends that the United Nations Development Programme, the United Nations Population Fund and the Advisory Board of the United Nations Office for Partnerships and other relevant United Nations agencies take the measures necessary for addressing the special situation of indigenous peoples in developed countries.
