The Permanent Forum observes that UNDP projects focused on indigenous peoples’ issues are few in number and dispersed, and constitute a very small fraction in the overall UNDP portfolio. This is a serious concern, as indigenous peoples are lagging behind in the achievement of the Millennium Development Goals and continue to face marginalization and exclusion. The Permanent Forum therefore recommends that UNDP allocate additional resources for projects that are focused on indigenous peoples’ issues and rights, including strengthening the regional programme in Asia and establishing new regional programmes in Latin America and Africa.

The Permanent Forum invites the General Assembly to consider the creation of a distinct United Nations voluntary fund for indigenous youth or the earmarking of existing and future funds to increase and enhance the direct participation of indigenous youth at the United Nations. Furthermore, the Forum encourages every State Member of the United Nations to make multi-year voluntary contributions to such existing and/or future funds.

Indigenous peoples have been a distinct constituency at the United Nations since 1977 and, with the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly in 2007, their inherent rights were affirmed as the international minimum standard. The Permanent Forum reiterates the position of the Special Rapporteur on the rights of indigenous peoples, namely that it is unacceptable to undermine the status and standing of indigenous peoples by combining or equating them with non-indigenous entities such as minorities, vulnerable groups or local communities. Such attempts, whether by States or United Nations entities, are not acceptable and will be challenged by indigenous peoples and those mandated to defend their rights. The Permanent Forum urges all United Nations entities and States parties to treaties concerning the environment, biodiversity and the climate to eliminate the use of the term “local communities” in conjunction with indigenous peoples, so that the term “indigenous peoples and local communities” would be abolished.

The Permanent Forum considers that the two-day high-level plenary meeting of the General Assembly known as the World Conference on Indigenous Peoples should be held in New York in September 2014, during the week leading up to the opening of the general debate, in order to encourage the highest level of participation of Member States, in particular Heads of State or Government, and with the full participation of indigenous peoples, heads of United Nations organizations, funds and programmes and non-governmental organizations.

The Permanent Forum welcomes the legal reforms and policies carried out in some States to recognize the right of indigenous peoples to food and food sovereignty. It would also like to encourage the remaining States to take the steps towards its recognition. The Permanent Forum encourages States to take positive actions to facilitate the capacity of indigenous peoples to strengthen traditional food systems, such as formally recognizing and demarcating indigenous territories to enable them to carry out productive food activities, in accordance with article
8 (2) (b) of the Declaration, which prohibits States from any action that has the aim or effect of dispossessing indigenous peoples of their lands, territories or resources.

In order to improve the implementation of its recommendations, the Permanent Forum calls upon United Nations agencies to ensure that there are systems in place to share information with and distribute information to indigenous peoples at the local level so that they have the opportunity to engage with the work of the United Nations at the country level and express their views and concerns and implement their policies. The Forum also encourages indigenous peoples’ organizations to engage actively with the United Nations system at the country level and urges United Nations resident coordinators’ offices to engage with indigenous peoples’ organizations and representatives and ensure their active participation and consultation in policy dialogues at the national level.
