The Permanent Forum observes that UNDP projects focused on indigenous peoples’ issues are few in number and dispersed, and constitute a very small fraction in the overall UNDP portfolio. This is a serious concern, as indigenous peoples are lagging behind in the achievement of the Millennium Development Goals and continue to face marginalization and exclusion. The Permanent Forum therefore recommends that UNDP allocate additional resources for projects that are focused on indigenous peoples’ issues and rights, including strengthening the regional programme in Asia and establishing new regional programmes in Latin America and Africa.

The Permanent Forum urges States to address the stark inequality between indigenous and non-indigenous people in all aspects of life, which has been heightened as a result of COVID-19, by implementing in full the Indigenous and Tribal Peoples Convention, 1989 (No. 169), the United Nations Declaration on the Rights of Indigenous Peoples and the American Declaration on the Rights of Indigenous Peoples in all their legal norms and public policies related to indigenous peoples.

Indigenous peoples have been a distinct constituency at the United Nations since 1977 and, with the adoption of the United Nations Declaration on the Rights of Indigenous Peoples by the General Assembly in 2007, their inherent rights were affirmed as the international minimum standard. The Permanent Forum reiterates the position of the Special Rapporteur on the rights of indigenous peoples, namely that it is unacceptable to undermine the status and standing of indigenous peoples by combining or equating them with non-indigenous entities such as minorities, vulnerable groups or local communities. Such attempts, whether by States or United Nations entities, are not acceptable and will be challenged by indigenous peoples and those mandated to defend their rights. The Permanent Forum urges all United Nations entities and States parties to treaties concerning the environment, biodiversity and the climate to eliminate the use of the term “local communities” in conjunction with indigenous peoples, so that the term “indigenous peoples and local communities” would be abolished.

The Forum recommends that the International Fund for Agricultural Development (IFAD), in collaboration with multilateral and regional agencies and indigenous organizations, lead the mainstreaming of indigenous issues and concerns in poverty reduction strategies at the country level. In view of the decreasing support to pastoral and semi-nomadic groups in Africa, the Forum recommends that IFAD initiate programmes in support of these groups and submit its planned work programme to the Forum at its fourth session.

The Permanent Forum considers that the two-day high-level plenary meeting of the General Assembly known as the World Conference on Indigenous Peoples should be held in New York in September 2014, during the week leading up to the opening of the general debate, in order to encourage the highest level of participation of Member States, in particular Heads of State or Government, and with the full participation of indigenous peoples, heads of United Nations organizations, funds and programmes and non-governmental organizations.

The United Nations Declaration on the Rights of Indigenous Peoples should serve as a key and binding framework in the formulation of plans for development and should be considered fundamental in all processes related to climate change at the local, national, regional and global levels. The safeguard policies of the multilateral banks and the existing and future policies on indigenous peoples of United Nations bodies and other multilateral bodies should be implemented in all climate change-related projects and programmes.

Furthermore, based on this plan and considering the contributions of FAO to the fight for the eradication of hunger and food insecurity and the implementation of sustainable agriculture and rural development, as well as the FAO contribution to indigenous rights through the adoption of the international treaty on genetic resources and the voluntary guidelines on the right to food, the Forum recommends that FAO consider the development of operational guidelines on indigenous peoples and a framework tool for the promotion of indigenous rights and sustainable rural development in the framework of the goals that emerged from the World Food Summit and the World Food Summit five years later, as well as those that emerged from other international conferences, summits and conventions which are relevant to indigenous peoples
