The Permanent Forum recommends to Member States that the development agenda beyond 2015 adopt a human rights-based approach to development that takes into account issues of equity and sustainability and that incorporates an indigenous holistic concept of development with culture and identity. The Forum also recommends that the United Nations Declaration on the Rights of Indigenous Peoples constitute the normative framework of this work.

The Permanent Forum recognizes the initial efforts made by FAO towards the elaboration of a methodological discussion platform to address indigenous peoples’ territorial rights. The Permanent Forum recommends that FAO and other interested or partner agencies continue the joint elaboration of the participatory methodology and start using it in the field in order to strengthen the delimitation, titling and negotiated development processes specifically targeting indigenous peoples’ needs

The Permanent Forum expresses its thanks to the Governments of Bolivia (Plurinational State of), Canada, China, Colombia, the Democratic Republic of the Congo, Denmark, Finland, Guatemala, Mexico, Nicaragua, Norway, the Russian Federation, Spain and the United States of America, as well as the government of Greenland, for having hosted previous pre-sessional and intersessional meetings of the Permanent Forum. The Permanent Forum stresses the importance of organizing such pre-sessional and intersessional meetings and reiterates its recommendation that States that have not yet done so consider hosting such meetings in the future. It also requests that the secretariat of the Permanent Forum organize pre-sessional meetings for future sessions of the Permanent Forum.
