The Permanent Forum notes the general capacity-building efforts on access and benefit-sharing in the African region carried out under Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) of Germany and encourages further efforts to bolster indigenous participation in those workshops and also in developing workshops specifically for indigenous peoples and local communities.

The Permanent Forum welcomes the decision by the African Commission on Human and Peoples’ Rights to promote and protect the rights of non-dominant minorities in Africa, who are distinct from indigenous populations and/or communities. While recognizing the importance of the rights of persons belonging to minorities, the Permanent Forum is concerned that the expanded mandate could compromise the current Commission standards for promoting the rights of indigenous peoples. The Permanent Forum therefore urges the Commission to establish a separate working group on minority rights. The Permanent Forum calls on the Commission to work closely with it, indigenous peoples representatives from Africa, and United Nations entities to highlight and advance the recognition, rights and participation of indigenous peoples at the regional and national levels. Furthermore, the Permanent Forum recommends that the Commission designate a focal point on indigenous people

The Permanent Forum recommends that the Statistics Commission advocate for the promotion of indigenous peoples’ issues in the 2010 round of population and housing censuses and the Demographic and Health Survey, and other surveys and censuses, taking into account the global synthesis report on indicators of well-being, poverty and sustainability submitted at the seventh session of the Forum. The Forum calls on all relevant United Nations agencies to support this initiative.

The Permanent Forum recommends that FAO, in 2014, the International Year of Family Farming, organize and host an expert seminar on culture, food sovereignty and traditional livelihoods to feed into the post-2015 process. The seminar should include the participation of an elder, an adult and a young person from each of the seven sociocultural regions of the Forum.
