In “a spirit of partnership and mutual respect”, the Permanent Forum emphasizes the important standards set out in articles 18, 19 and 41 of the Declaration. Article 18 provides that “indigenous peoples have the right to participate in decision-making in matters that would affect their rights, through representatives chosen by themselves in accordance with their own procedures”, and article 19 provides that “States shall consult and cooperate in good faith with the indigenous peoples concerned through their own representative institutions in order to obtain their free, prior and informed consent before adopting and implementing legislative or administrative measures that may affect them”. Such equal, direct and meaningful participation by indigenous peoples throughout all stages of the World Conference is essential for the international community to achieve a constructive and comprehensive outcome that will genuinely improve the status and conditions of indigenous peoples worldwide.

The Permanent Forum welcomes the recent adoption of the Food and Agriculture Organization of the United Nations (FAO) voluntary guidelines on the responsible governance of tenure of land, fisheries and forests in the context of national food security. The Permanent Forum recommends that FAO establish partnerships with indigenous peoples to implement the policy and guidelines with the aim of promoting secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment.

The Permanent Forum encourages FAO and other relevant agencies to favour and promote in member countries the acknowledgement and improvement of land tenure legal frameworks to recognize indigenous peoples’ land rights. The Forum recommends that FAO and other relevant United Nations agencies support activities for participatory delimitation and titling where the legal framework recognizes indigenous land rights. FAO should pay special attention to indigenous peoples’ customary laws regarding land.

The Forum urges all relevant United Nations entities, especially UNDP, UNIFEM, UNICEF and UNFPA, to:
(a) Develop methodologies and strategies to research the underlying causes of the "feminization" and "indigenization" of poverty and to develop programmes, which effectively address these underlying causes of marginalization;
(b) Perform systematic needs assessments for indigenous women based on the information provided by indigenous women’s groups and NGOs;

The Permanent Forum welcomes the establishment and development of indigenous-led funds as a self-governance practice, which promote funding access to indigenous communities and shift power relations in donor and philanthropy processes.
