The Permanent Forum requests that the Special Representative of the Secretary-General on the issue of human rights and transnational corporations and other business enterprises and the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous peoples identify the actions of transnational corporations that may breach the inherent rights detailed in the United Nations Declaration on the Rights of Indigenous Peoples, and further invites them to present a report to the Forum at its eighth session, in 2009.

The Permanent Forum recommends that the United Nations system strengthen existing coordination mechanisms at the country level, and in partnership with indigenous peoples and other relevant entities and national partners, in order to implement the outcomes of the World Conference. The Permanent Forum recognizes that as the global economy promises to “build back better” from the economic crisis caused by the COVID-19 pandemic, it is imperative that international financial institutions, including the World Bank, work in close consultation with indigenous peoples and invest in their communities. Indigenous peoples are partners in restarting the global economy while also maintaining their position given to them by birth as stewards of Mother Earth.

The Permanent Forum recommends that United Nations organizations, funds and programmes, in particular the United Nations Development Programme (UNDP), prepare a special report for the Conference on the realization of the rights of indigenous peoples, the objectives of the Second International Decade of the World’s Indigenous People, the Millennium Development Goals and the United Nations development agenda beyond 2015. It also recommends that the report contain disaggregated statistics in relation to indigenous women, youth and children and address associated thematic issues such as economic sustainability and youth employment.

The Permanent Forum invites the newly established Facilitative Working Group of the local communities and indigenous peoples platform to collaborate closely with bodies outside the United Nations Framework Convention on Climate Change on matters relating to climate change and indigenous peoples, in accordance with its mandate (Conference of the Parties decision 2/CP.24, para. 20).
