The Permanent Forum recommends that social and environmental impact assessments, including human rights impact assessments and poverty impact assessments, of financial investments and trade agreements directly affecting indigenous peoples be undertaken, and that the resources for those assessments be provided by the sources of the investments and the parties to trade agreements.

The Permanent Forum on Indigenous Issues welcomes the report of the international expert group meeting on the theme “Truth, transitional justice and reconciliation processes” (E/C.19/2023/3). The Permanent Forum endorses the recommendations in the report urging Member States to include Indigenous representatives and leaders in all transitional justice institutions and conflict prevention initiatives and to develop training programmes on human rights and Indigenous Peoples’ rights for concerned government agencies. It recommends that the Human Rights Council request that OHCHR, in cooperation with relevant United Nations entities, prepare a companion report by 2025 related to the guidance note of the Secretary-General on the United Nations approach to transitional justice.

The Permanent Forum urges the World Food Programme to respect the habitual diet of indigenous peoples and to avoid the introduction of foreign foods of low nutritional quality in indigenous peoples’ communities. Furthermore, the Permanent Forum urges the World Food Programme to ensure that its methods of intervention are sensitive to indigenous peoples’ social fabric and respectful of their perceptions of the humanitarian-development nexus.

The Permanent Forum also welcomes the launching by FAO, during the twenty-seventh session of its Technical Committee on Agriculture, in 2020, of the global hub on indigenous peoples’ food systems. It recommends that FAO continue to facilitate the work of the global hub. In addition, the Permanent Forum welcomes the White/Whipala paper on indigenous peoples’ food systems, which was drafted under the coordination of the global hub, and which has been accepted as one of the scientific papers that will serve to inform constituents at the Summit.

The Permanent Forum reiterates its concern that reports developed and presented by many States on the implementation of the Millennium Development Goals and poverty reduction strategy papers still do not adequately include and address indigenous peoples nor do they include their participation, and therefore calls on States to rectify this weakness and on United Nations agencies to support their efforts. While the Millennium Development Goals provide an important international framework for addressing extreme poverty and health and social outcomes, the Permanent Forum recommends that it is vital that further work be undertaken to ensure that the related programmes reflect full appreciation and respect for the rights and aspirations of indigenous peoples. This work should utilize the results of the workshops on indicators.
