The Permanent Forum also calls upon Member States to expand indigenous language immersion methods and bilingual schools to support indigenous children and youth to reclaim their languages. The Permanent Forum recommends that Member States, where appropriate, incorporate intercultural and bilingual education in national school curricula, including through language immersion programmes, and ensure that the language of the subnational region or area in which the school is located is part of the curricula. In this regard, the Permanent Forum recommends that Member States, in close cooperation with indigenous peoples, establish educational programmes on indigenous languages for indigenous teachers, filmmakers, translators and interpreters, scientists, information technology specialists and other professionals. Such efforts would support the expansion of domains covered by indigenous languages and, consequently, contribute to language development and maintenance and the restoration of indigenous peoples’ pride in their own languages.

The Permanent Forum acknowledges the efforts and initiatives of States and United Nations agencies to promote mother-tongue based multilingual education, develop health programmes and provide skills to indigenous children and youth. In this regard, the Forum encourages States and United Nations agencies to increase their efforts in a targeted and wide-scale manner to respond to the needs and priorities of indigenous children and youth, especially in the areas of education and health, in a manner that is culturally sensitive and ensures their overall well-being consistent with articles 11, 14, 41 and 42 of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum invites the secretariat of the United Nations Framework Convention on Climate Change to share the findings of the next open multi-stakeholder dialogues on the operationalization of the local communities and indigenous peoples platform at the seventeenth session of the Forum. The Forum urges Member States to operationalize the platform in accordance with the provisions of the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum remains concerned about the state of formal education for indigenous young people and calls upon States to fully fund bilingual and culturally appropriate primary, secondary and tertiary education programmes led by indigenous peoples, including mobile education initiatives for nomadic and semi-nomadic communities. Supporting informal and formal indigenous education systems is crucial in order to maintain and transmit traditional indigenous knowledge systems.

The Permanent Forum recognizes the importance of indigenous peoples knowledge systems as the basis of their development with culture and identity and therefore recommends that ongoing international processes, such as negotiations on the international regime on access and benefit-sharing of the Convention on Biological Diversity, the Ad Hoc Working Group on Long-term Cooperative Action of the United Nations Framework Convention on Climate Change, and the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore of the World Intellectual Property Organization, should recognize and integrate the crucial role and relevance of indigenous knowledge systems in accordance with the United Nations Declaration on the Rights of Indigenous Peoples.

Numerous indigenous representatives have raised region-specific concerns about the adverse impacts of climate change on their communities. The Permanent Forum will therefore explore the potential for conducting, by appropriate United Nations entities, assessments, studies and reviews of the economic, social and cultural impacts of climate change on indigenous nations, peoples and communities. For example, the secretariat of the United Nations Convention to Combat Desertification could conduct a study on climate change and desertification in the African region.

Given the large number of indigenous migrants within and beyond national borders and the particular vulnerability of indigenous women migrants, as well as the lack of adequate data and attention to their problems, the Forum recommends launching a new initiative involving various stakeholders, including the Inter-Agency Support Group, the United Nations International Research and Training Institute for the Advancement of Women and the International Organization for Migration (IOM), in order to face this urgency. The Forum recommends, as a first step, the convening of a workshop on the theme "Migration of indigenous women" in order to highlight the urgency and scale of the issue, including the alarming trend of trafficking indigenous women within and across national borders, and the development of recommendations and guidelines for addressing the problems faced by indigenous migrant women. Participants to the workshop should be a selected number of members of the Forum, relevant United Nations departments, agencies, funds and programmes, and experts from indigenous organizations,
NGOs, intergovernmental organizations, Governments and academia. The objectives of the workshop should be:
a.To underscore the urgency and scale of the issue;
b. To highlight and address the lack of reliable data on the issue and to promote the systematic collection of data (of both quantitative and qualitative nature) by relevant United Nations and other intergovernmental entities, Governments, NGOs, indigenous organizations, and academia;
c. To review and analyse existing data;
d. To provide a report, including recommendations, to the Forum.

The Permanent Forum calls for urgent, serious and unprecedented action by the Economic and Social Council and the General Assembly, along with all United Nations bodies and agencies, recognizing that climate change is an urgent and immediate threat to human rights, health, sustainable development, food sovereignty, and peace and security, and calls upon all countries to implement the highest, most rigorous and most stringent levels of greenhouse gas reduction.

The Permanent Forum notes the second World Conference of Indigenous Women, which will be organized in 2020 by the International Indigenous Women’s Forum, in cooperation with regional indigenous women’s networks and hosted by the Saìmi Nisson Forum. The global agenda for promoting the rights of indigenous women in the context of the twenty-fifth anniversary of the Fourth World Conference on Women and of the International Conference on Population and Development will be discussed at the World Conference. The Forum encourages Member States and United Nations entities to support the organization of the World Conference of Indigenous Women and the participation of indigenous women from all seven sociocultural regions.

The Forum recommends that UNESCO, other cultural institutions and academic institutions:
(a) Recognize and document the diversity of gender relations in indigenous communities based on active community input and participation;
(b) Examine and document women’s spheres of power in indigenous societies, taking into account traditional mechanisms of gender definition and distinction (e.g., pollution/purity, gender-specific roles in ritual, gendered division of labour);
(c) Examine and document the instrumental role of women in indigenous societies as the custodians of sacred knowledge and power, and as medical specialists;
(d) Highlight and give recognition to women’s instrumental roles in indigenous societies as educators, healers and ritual specialists;
(e) Highlight indigenous women’s traditional skills, arts and crafts and publicize them through the media, cultural institutions etc.

The Forum recommends that States, United Nations agencies, bodies and funds, other multilateral bodies and financial institutions and other donors provide technical and financial support to protect and nurture indigenous peoples’ natural resource management, environment-friendly technologies, biodiversity and cultural diversity and low-carbon, traditional livelihoods (pastoralism; rotational or swidden agriculture; hunting and gathering and trapping; marine and coastal livelihoods; high mountain agriculture; etc.). The Forum further recommends that discussions and negotiations on strengthening the links between climate change, biodiversity and cultural diversity under the Convention on Biological Diversity or the United Nations Framework Convention on Climate Change ensure the effective participation of indigenous peoples.

The Permanent Forum recommends that the Intergovernmental Panel on Climate Change prepare a special report within its seventh assessment cycle, led by Indigenous academics, scientists and traditional knowledge holders, to assess the opportunities for and threats against Indigenous Peoples in the areas of adaptation, mitigation, and loss and damage.
