Given the unique role of information and communications technology companies in the design, development and use of contemporary language technologies, the Permanent Forum reiterates its invitation to the private sector to contribute to the International Decade. The Permanent Forum encourages these companies to continue to develop digital platforms, in cooperation with indigenous peoples and academic institutions, in order to compile information archives for the preservation and revitalization of indigenous languages, language corpora, speech recognition, machine translation and synthesis tools, digital dictionaries and online courses.

Scientists, policymakers and the international community as a whole should undertake regular consultations with indigenous peoples so that their studies and decisions will be informed by indigenous peoples’ traditional knowledge and experiences. The Permanent Forum can play a role in ensuring that the traditional knowledge and best practices of indigenous peoples relevant to fighting climate change and its impacts will be considered in the negotiation processes leading to the Copenhagen Conference of the Parties to the United Nations Framework Convention on Climate Change and beyond, including through discussions with the United Nations Framework Convention on Climate Change.

The high rate of indigenous children who are out of school requires urgent attention, in particular in respect of securing access by girls to high-quality and relevant education that respects the cultures and traditions of the communities and that is responsive to their needs. Given that many indigenous peoples live in regions that have been defined as geographically remote or inaccessible, and many services do not reach such indigenous and/or nomadic communities, there are also serious challenges regarding the long distances required to reach hospitals and health-care centres, which lead to higher maternal and infant mortality rates in indigenous communities. The Permanent Forum urges States to ensure that health and education services reach remote areas and meet the needs of nomadic peoples.

The Permanent Forum welcomes the measures undertaken by several countries that aim, inter alia, to explore and develop alternative sources of income, significantly reduce the exploitation of natural resources, enhance conservation of biological diversity and establish measures in favour of indigenous peoples in voluntary isolation, such as the national initiative undertaken by Ecuador entitled “Yasuni-ITT initiative”. The Permanent Forum recommends that such measures respect the right to free, prior and informed consent of the indigenous peoples concerned.

The Permanent Forum recommends following the example of indigenous peoples, who have been the stewards of the land and sea for millenniums. When allocating research and development funding and setting the criteria for clean development mechanism projects, policymakers at the State and multilateral levels must look beyond the simple question of whether a particular form of alternative energy or carbon absorption technique can provide a short-term reduction in greenhouse gases. Policymakers should consider the long-term sustainability of any mitigation policy they choose.

The Permanent Forum recommends that States recognize the language rights of indigenous peoples and develop language policies to promote and protect indigenous languages, with a focus on high-quality education in indigenous languages, including by supporting full immersion methods such as language nests and innovative methods such as nomadic schools. It is essential that States develop evidence-based legislation and policies to promote and protect indigenous languages and, in that regard, they should collect and disseminate baseline information on the status of indigenous languages. These activities should be conducted in close cooperation with the indigenous peoples concerned.

The Permanent Forum endorses the recommendations from the meeting and urges States, conservation organizations, indigenous peoples and United Nations entities to work together in implementing the recommendations.

The Permanent Forum calls upon Member States to start the work, in the context of the United Nations Convention on the Law of the Sea, of creating a place and a voice for indigenous peoples in the governance of the world’s oceans. This effort involves the participation of indigenous peoples in all aspects of the work and decision-making regarding the Convention on the Law of the Sea, including the environmental provisions and the delimitation of the continental shelf. It may also include establishing advisory committees of indigenous peoples to guide the work under the Convention, as has been done under the Convention on Biological Diversity.
