The Permanent Forum takes note of the following reports: (a)“Cultural indicators for food security, food sovereignty and sustainable development”, from the second Global Consultation on the Right to Food, Food Security and Food Sovereignty for Indigenous Peoples, held in Bilwi, Puerto Cabezas, Nicaragua, from 7 to 9 September 2006;(b) The Latin America and the Caribbean regional meeting on indicators, held in Bilwi, Puerto Cabezas, Nicaragua in September 2006;(c)Meeting on indigenous peoples and indicators of well-being; Aboriginal Policy Research Conference, Ottawa, 22 and 23 March 2006; (d)Asia Regional Workshop on Indicators Relevant for Indigenous Peoples, Convention on Biological Diversity and Millennium Development Goals, Mindoro Oriental, Philippines, November 2006;(e)African Regional Expert Workshop on Indicators of Well-being and Indigenous Peoples, Nairobi, November 2006.--The Permanent Forum further recommends that United Nations agencies, Member States and indigenous peoples utilize these indicators and support further efforts to develop them and to test some of these indicators in some countries.

The Permanent Forum acknowledges IFAD for the implementation of its policy on indigenous peoples and for selecting “Indigenous peoples’ food systems and sustainable livelihoods” as the theme of the second global meeting of the Indigenous Peoples’ Forum at IFAD. The Forum expects that IFAD will continue to strengthen its engagement with indigenous peoples in its future work by ensuring engagement at the country level through targeted programmes, capacity-building for indigenous peoples and project staff and the development of specific indicators on the well-being of indigenous peoples.

The Permanent Forum recognizes the importance of indigenous peoples knowledge systems as the basis of their development with culture and identity and therefore recommends that ongoing international processes, such as negotiations on the international regime on access and benefit-sharing of the Convention on Biological Diversity, the Ad Hoc Working Group on Long-term Cooperative Action of the United Nations Framework Convention on Climate Change, and the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore of the World Intellectual Property Organization, should recognize and integrate the crucial role and relevance of indigenous knowledge systems in accordance with the United Nations Declaration on the Rights of Indigenous Peoples.

The Permanent Forum decides to appoint Kanyinke Sena, Mirna Cunningham and Bertie Xavier, members of the Permanent Forum, to conduct a study on indigenous peoples’ rights and safeguards in projects related to reducing emissions from deforestation and forest degradation (REDD+) and to report back to the Permanent Forum at its twelfth session, in 2013.

The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Forum decides to appoint Victoria Tauli-Corpuz and Lars Anders-Baer, members of the Permanent Forum, as special rapporteurs to prepare a report on various models and best practices of mitigation and adaptation measures undertaken by indigenous peoples from various parts of the world. The Forum requests that these special rapporteurs, in collaboration with indigenous peoples, also prepare a draft declaration of action on climate change and indigenous peoples, which can include a road map for indigenous peoples towards the 2009 Copenhagen Conference of the Parties to the United Nations Framework Convention on Climate Change and beyond. These will be presented at the eighth session of the Forum.

The Permanent Forum applauds the effective participation mechanisms for indigenous peoples in such mechanisms as the Convention on Biological Diversity Working Group on article 8 (j) and related provisions, and recommends that, in accordance with the United Nations Declaration on the Rights of Indigenous Peoples, such practices be extended to all critical areas of interest to indigenous peoples, such as the Working Group on Access and Benefit-sharing and in particular the Working Group on Protected Areas.

In the light of the study by Ms. Toki on the relationship between indigenous peoples and the Pacific Ocean and the dire effects of climate change, such as forced relocation and the loss of culture and livelihood, on vulnerable small island Pacific States, the Permanent Forum recommends that United Nations entities, including UN-Oceans, the United Nations Framework Convention on Climate Change and UNESCO, in addition to the International Seabed Authority, comply with and implement the relevant articles of the United Nations Declaration (arts. 18, 27 and 32), so as to ensure the full and effective participation of indigenous peoples. This should include meaningful participation, such as dedicated indigenous representation within each of these United Nations entities, and regard for indigenous peoples’ world views.

The Permanent Forum calls upon the States parties to the Convention on Biological Diversity to continue to enhance participatory mechanisms by ensuring that the diverse regional views of indigenous peoples are reflected in discussions on the international regime on access and benefit-sharing. In particular, the parties are urged to ensure adequate representation of indigenous peoples from the seven indigenous geo-cultural regions12 and subregional levels in the Working Group on Access and Benefit-sharing and to ensure that they are provided with opportunities to express diverse regional and subregional views.
