The Permanent Forum reiterates its recommendation to adopt a programme of work on article 8 (j) and other provisions of the Convention on Biological Diversity and strengthened institutional arrangements through a permanent subsidiary body to take forward the Kunming-Montreal Global Biodiversity Framework and to ensure a human rights-based approach, and full and effective participation of Indigenous Peoples, by the sixteenth meeting of the Conference of the Parties to the Convention. The Permanent Forum recommends ensuring direct access to financial resources for Indigenous Peoples, inclusive of all landscapes and seascapes, more efficient financial mechanisms managed by Indigenous Peoples and the inclusion of Indigenous Peoples’ representatives in the governance of the Framework to better design and implement grants. The Permanent Forum requests WHO, in cooperation with indigenous health providers, to conduct a study on the prevalence and causes of suicide among indigenous youth and on efforts being made, including culture-based approaches, to prevent suicide and promote mental health and wellness. The Forum recommends that the Inter-Agency Support Group on Indigenous Peoples’ Issues and WHO organize an expert group meeting to review policies and best practices with regard to engaging indigenous youth on the prevention of suicide.

The Permanent Forum takes notes of the recent publication of the adolescent-friendly version of the United Nations Declaration on the Rights of Indigenous Peoples by UNICEF, the Forum and the Global Indigenous Youth Caucus. The Forum recommends that UNICEF, Member States and indigenous peoples translate this publication into all languages, in particular indigenous languages. The Forum also recommends that Member States, indigenous peoples and others use this publication in the curricula of studies of indigenous and non-indigenous youth.

The Forum recommends that the United Nations Framework Convention on Climate Change consider the possible establishment of an ad hoc open-ended intersessional working group on indigenous peoples and local communities and climate change, whose objectives would be to study and propose timely, effective and adequate solutions to respond to the urgent situations caused by climate change that indigenous peoples and local communities face. The Forum furthermore recommends that the Convention consider providing necessary funding support to Forum members and indigenous peoples to guarantee their participation and to strengthen their participation.

The Permanent Forum welcomes the study presented by UNFPA, in collaboration with CHIRAPAQ (Centro de Culturas Indígenas del Perú), entitled “Progress and challenges regarding the recommendations of the Forum on sexual and reproductive health and rights and gender-based violence”. The Permanent Forum invites UNFPA to make efforts to disseminate the findings of the study at the global, regional and country levels among Member States, United Nations mechanisms and indigenous organizations. The Forum also invites UNFPA to engage in concerted dialogue wit h the nine Member States that were part of the study on next steps to put into action the recommendations of the study, and to report to the Forum at its eighteenth session on progress made.

The Permanent Forum urges States to address the stark inequality between indigenous and non-indigenous people in all aspects of life, which has been heightened as a result of COVID-19, by implementing in full the Indigenous and Tribal Peoples Convention, 1989 (No. 169), the United Nations Declaration on the Rights of Indigenous Peoples and the American Declaration on the Rights of Indigenous Peoples in all their legal norms and public policies related to indigenous peoples.
