The Permanent Forum calls on the organizers of the forthcoming meetings of Conference of the Parties to the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa to ensure the full and effective participation of indigenous peoples, virtually or in person, in the meetings that are to be organized later in 2021. The Forum encourages donors and civil society organizations to support indigenous peoples’ participation in these events.

"The Permanent Forum expresses considerable concern with the disparity
between indigenous and national maternal mortality rates in many countries and encourages Member States to incorporate an intercultural approach to sexual and reproductive health services and promoting the inclusion of indigenous health workers. The Permanent Forum invites Member States to seek the support of the United Nations Population Fund (UNFPA) and other relevant agencies, funds and programmes of the United Nations system in taking forward this recommendation and in strengthening the disaggregation of data by ethnicity, in the area of sexual and reproductive health and reproductive rights, in the 2020 census round to strengthen the implementation of the 2030 Agenda for Sustainable Development."

The Permanent Forum reiterates its concern about conservation efforts, including the designation of national parks, biosphere reserves and world heritage sites, which frequently lead to the displacement of indigenous peoples from their traditional lands and territories. In this regard, the Permanent Forum requests that a member of the Forum attend the thirty-fourth session of the UNESCO World Heritage Committee, to be held in Brasilia, Brazil, in August 2010.

The Permanent Forum reiterates its previous recommendations that address the alarming number of suicides among indigenous youth. The Forum encourages community organization for safe spaces and low-threshold health services, respecting non-discrimination, in particular where discrimination based on ethnicity, gender and sexual orientation is concerned. The United Nations system, in particular the World Health Organization (WHO) and the United Nations Children’s Fund (UNICEF), should emphasize the provision of mental health services, with particular efforts to address suicide among indigenous youth.

The Permanent Forum commends the Pan American Health Organization for its work on Indigenous maternal and child health and encourages WHO to replicate this work in other regions. The Permanent Forum recommends that WHO include Indigenous Peoples’ organizations and Permanent Forum members in developing and implementing health strategies in the negotiations on a global accord on pandemic prevention, preparedness and response.

Recognizing the deep spiritual relationship indigenous peoples have with water, and the great respect they have for the natural laws governing the health and the sanctity of water, the Permanent Forum recommends that States review, with the direct participation of indigenous peoples, their laws on water regulation and the treaties, land claims and self-government agreements that they have entered into with indigenous peoples, taking into account the sanctity of water reflected in those agreements. It is further recommended that States present their reviews to the eighth session of the Permanent Forum in 2009, including in particular, information on the status of the implementation of laws and agreements with respect to water and indigenous peoples.
