The Forum calls on all relevant United Nations system and other intergovernmental entities to pay special attention to the human rights and concerns of indigenous peoples, in particular indigenous women, when designing, implementing and evaluating their policies and programmes, and to promote the meaningful participation of indigenous women. In particular, the relation of indigenous women’s issues to the design, implementation and evaluation of programmes, in the context of the 10-year review of the Beijing Declaration and Platform for Action, the Vienna Declaration and Programme of Action on Human Rights and the United Nations Millennium Declaration, needs to be addressed.

In September 2024, 10 years will have passed since the adoption by the General Assembly of the outcome document of the high-level plenary meeting of the Assembly known as the World Conference on Indigenous Peoples, and of its annex, the Alta outcome document. The Permanent Forum calls upon the Secretary-General and the President of the General Assembly to hold a “World Conference on Indigenous Peoples Plus 10” in August 2024 to allow Member States, United Nations entities and indigenous peoples to report on implementation of the outcome document, with the full participation of indigenous peoples.

The Permanent Forum, the expert mechanism on the rights of indigenous peoples and the Special Rapporteur on the situation of human rights and fundamental freedoms of indigenous people should evaluate whether existing and proposed climate change policies and projects comply with the standards set by the United Nations Declaration on the Rights of Indigenous Peoples. These bodies, together with the members of the Inter-Agency Support Group on Indigenous Issues, should collaborate with States and indigenous peoples to effectively ensure that the implementation of the Declaration is central to the design and implementation of climate change policies and programmes.

The Permanent Forum welcomes the ratification on 15 April 2021 by the Bundestag of Germany of the Indigenous and Tribal Peoples Convention, 1989 (No. 169) of the International Labour Organization (ILO) and reiterates its recommendation to all Member States that have not ratified said Convention to do so as early as possible.
