The Permanent Forum acknowledges the establishment by the World Bank of an inclusive forum for indigenous peoples to strengthen the Bank’s engagement with indigenous peoples, which should assist the Bank in implementing a human rights-based approach to development. The Forum also calls upon the Bank, in collaboration with indigenous peoples, to develop detailed guidance on the proper implementation, review and monitoring of processes on free, prior and informed consent and to ensure that its projects protect and enhance customary land tenure systems in the implementation of Environmental and Social Standard 7 and the Environmental and Social Framework approved by the World Bank in 2016.

The Permanent Forum decides to appoint Mr. Lars Anders-Baer, a member of the Permanent Forum, as a special rapporteur to undertake a study to determine the impact of climate change adaptation and mitigation measures on reindeer herding.

As part of its mandate on the environment, the Permanent Forum has raised concerns and made recommendations pertaining to indigenous peoples and forests. The Forum has consistently recommended that the United Nations Forum on Forests and forest-related United Nations bodies develop effective means to monitor and verify the participation of indigenous peoples in forest policymaking and sustainable forest management, and establish a mechanism, with the participation of indigenous peoples, to assess the performance of governmental and intergovernmental commitments and obligations to uphold and respect indigenous peoples’ rights (see E/C.19/2004/23).
